My understanding in 7.1 and 7.2 they had other things on their agenda outside of primarily champion balance. In comes 7.3 where they decided to do a heap of needed champion balance changes. My guess is we'll see a few more champion balance changes in 7.4 or 7.5 as they figure out who is abusing the lethality changes (either that or they'll target the items. likely a bit of both).

An evidence of power creep, IMO, is the fact that they're thinking of hitting a lot of damage increasing masteries next patch. This means that the constant increase in some mastery effects probably went overboard in some contexts and they want to back it down a bit.
But yeah there's no point constantly buffing underperformers because that'll lead to more and more increased power and eventually all will need to be pulled back. It's best to aim for a balance (which is ultimately impossible to reach as there'll always be FotM strong picks and champs that aren't meta)

Don't get me wrong, I'm not against nerfing these champions. I just have the feeling, that they are currently 90% concerned with nerfing. But we will see, they said they have some reworks planned, maybe they dont want to buff champs like aatrox because they want to wait for the rework to come out.


And they are 90% nerfing, but they have different reasons to nerf different stuff. They have stated power creep as their reason for some mastery tree changes in PBE right now, and jungle plants and lethality buffs have also crept up the power of a bunch of champions way too much (plus some of the reworked assassins ended up being overtuned).
All in all, even though you might be seeing just nerfs, it's mostly about retuning previous buffs.

Hello and welcome to the MOBAFire Patch Summary - 7.3!
The champion balance changes in this patch are targeted at the current state of competitive play. Nerfs to some of the most prolific picks in professional play should freshen up the draft phase and hopefully result in more champion diversity.
This patch also includes the new Hunt of the Blood Moon game mode, which will be featured from February 10-14 and 17-21. Sacrifice Spirits, Demon Heralds, and enemy champions to gain points and the Demon Brand buff, which turns you invisible to hunt down your enemies.
Only 20 of the most vicious champions are available for the Hunt (10 of which will be lurking in the Free to Play rotation).
