Honestly, some of the new runes are going to be really overpowered. For example, a primary rune (Inspiration 2nd tree) that is insanely strong is the new hexflash. It is literally a 2nd flash, btw with a short charge up, similar to ezreal's e, arcane shift.

If it is different, then it cannot literally be something it isn't. I don't know how long is the wind-up, but I am fairly certain it takes longer than 1 second, which is waaay too long to be nearly as useful as
Flash.The Runes MIGHT seem overpowered, but don't forget Masteries are going out the window. They are merging both systems. 99% of the champion pool is going to be tweaked accordingly. Base HP here, Mana Regeneration there...

The channel time was 2.5 seconds when they last teased it. It actually seemed more like Vi's Vault Breaker given the channel time and slowed movement.

I mean... at 2.5 seconds, I can not see any major uses for it besides the occasional cheese when enemies lack vision.

To tie all these changes together, we're connecting the leveling and loot systems by merging IP and blue essence. The newer, bluer essence will work in all the places IP and BE worked before, including loot and the champion store. And everything in the store will cost the same as it did in the old, IP-based system—for example, it'll be 6300 BE for a newer champ like Kayn.

With runes soon becoming free, we want to show our appreciation for those of you who've spent the most on runes over the years. So, for every rune or rune page you bought before the 2017 season began, we'll give you a little blue gift. Runes purchased during the 2017 season will be fully refunded.
Enter the Essence Emporium
The transition will leave some of you with more blue essence than you know what to do with, so we've got something extra planned. At the start of Preseason, after converting your IP into blue essence, we'll open up a limited-time blue essence store. You’ll be able to purchase things like ward skins, chromas, and (especially for veterans) a few super-rare items like the URFWick skin.
