I dislike this since its super hard to proc electrocute (since if u Q a barrel it only counts as 1 ability, and Q counts as an auto attack).

The "Coming soon" rune is "Kleptomancy - attacking an enemy grants bonus gold and a chance at a consumable"
so its basically a better bandit. I'm not 100% sure if this will be picked, as we dont know the exact specifics of it, such as if it has a cooldown or not, but its my best guess.
Also, Kleptomancy has a chance to give you a free consumable! Its been said that it will mostly be health potions ealry on in the game, which will help GP sustain in lane, but there is a chance for it to be a mana pot, sack of gold, green ward, pink ward, blue ward, elixir of skill, oracles extract, and they have said they are considering adding more stuff to the loot table.

If you're after a full on scaling and movespeed based page for Veigar, this is the best guess i have
Although i gotta admit, i probably wouldn't use this page. There are so many other options for some of the runes, such as a free 10% cdr instead the 3% MS rune, but hey if u wanna try it out, go for it!
