How about making the c2v for the first 20 votes AFTER its implemented. That way older guides will still have the same chance as newer guides to have 20 semi legit votes before the haters reappear unregulated.

Old guides generally are either in a good place, or have plenty of votes to fend for themselves.
Recent guides mostly all have C2V applied, and still do because they're below 20.

The way I see it, there's a Green +1 and a Red -1, and this seems to be too limiting and it's causing some problems. Why not a THIRD option: a YELLOW ''Needs some work'' , wich would give a neutral vote, neither good nor bad, leaving the X% exactly where it is. I'm relatively new to Mobafire, and I cant seem to find all the guides I voted on, and this causes problems to me. If there is no way to find the votes, this site absolutly needs such a system. A Yellow vote is a promise to keep an eye out on selected incomplete guide and should appear in a specific folder in your profile.
I don't believe removing C2V is a good direction because at least then you KNOW how many votes are troll votes and sheep votes. Shouldnt there be a way to remove these parasite votes? how about once a week, the admins/other check out top guides to get cleaned from votes with no actual comments ( ''+/- 1'' ''cool guide'' ''i had to comment to vote'' ''OMG NOOB [item]'' etc...) Well how about being required to have X amount of Rep, in order to give Rep ?

Neutrality is such lame position to take in my opinion when there's little shrouded in uncertainty.
If you're unsure of something, the maybe, but when everything's pasted out in front of you like how a guide is, a person should be capable of forming an positive/negative opinion.
If no opinion is formed, then there's really no reason to be commenting anyway.

-I think the items shown are good but doesnt explain why they were chosen or how they work with the build.
-There is a lack of situational items.
-The guide explains little to no in-game tactics and neither what to do in early, mid and late game.
-The guide is filled with written errors.
I see a neutral vote a viable choice if a guide contains one or more of these problems (wich, let's face it, is alot of them). But i prefer to leave a constructive comment on what to improve, because the writer did a good job on certain parts of the guide. I'll say it again, the Yellow vote is a promise to down or up vote a guide later on because it still needs work. Upon updating the guide, Yellow-voters receive a notification, reminding them to check it out again and see if there's been improvement. With Yellow votes you'd actually CARE about a guide and see it grow, instead of '' oh thats a bad guide, this one's incomplete, etc...''.

I agree more and more with Jun each day that C2V makes guides higher than they should be, and that those rogue downvotes are important to test the true quality of a guide. I like the current system for the time being - let's see how it works out.
