It works with ALL damage that isn't applied through attacks. (might be some other exception too, but none that I know of)

Yea, it's 33% of total spell vamp on AOE spells.

Single-target damage-over-time (DoT) spells cause the minor slow effect on Rylai's Crystal Scepter, but will still grant the full amount of Spell Vamp.

Life steal = Auto-attacks.
Spell-Vamp = All ability skills including true-damage, excluding on-hit effects and abilities that work like auto-attacks.
Unless your champion synergizes extra well, Spell Vamp and Life steal should always be second-priority.
Spell-Vamp and Life-steal are instantly shut down if you're stunned.
