Who is a tank?

Now get ready for some odd revealance to my how to tank guide, but I'm at my wits end right now. I'd like some of your opinions of who is a tank, and who is a poser you might say.

How would you all define a tank, my beliefe is that tanks can do much of the following.
1) Soak up damage.
2) CC abilities, that are reliable.
3) Can shield, and protect allies from multiple enemies.
4) Draw people's focus, without being the main damage dealer.

In my opinion the following are the true to heart tanks, they can soak up massive damage, have a reliable CC, or AOE CC, or a shield. They are the ones you would go for as a tank, for they provide good CC, and ability to soak up damage.
Shen Leona Amumu, and Rammus

The following can built tank, and do a good job. (I consider them off-tanks at best, not true tanks).
Irelia, Jarvan IV, Singed, Alistar, Blitzcrank, Gailo, and Malphite

These guys can look like tanks, be built tanky, but in all in all they aren't.
Warwick, Udyr, Garen, Nunu & Willump, Sion, and Mordekaiser

Am I wrong in this thinking? If not good, but please give me your opinions.

Now then part 2 (yes part 2...2!) If my jungling route safe enough for junglers such as Shen, Rammus, and Amumu to clear without being in too much danger?

Also I could use a hand picking out runes for what these champions should have if they jungle.

Thats all I really want to know in order to improve my guide, and hopefully turn into something beautiful (and not let it be my devil child).

I think Irelia should be moved down to Tanky DPS. She's pretty much on par with Warwick, Udyr and Garen. Jarvan IV could fit in either category, so he's debatable.

Additions:

Galio is a true tank imo, thanks to his shield and ult. Maokai could also fit here.

Dr. Mundo and Cho'Gath are offtanks.
( Trundle between here somewhere. Probably Tanky DPS.)
Gragas, Nasus, Olaf, Rumble, Jax, Skarner, Xin Zhao, Yorick, Renekton, and maybe Urgot are also Tanky DPS.

Does that sound about right? I'm trying to figure out if I'm understanding your categories as you see them.

Runes for tanky junglers:
Greater Mark of Magic Penetration, Greater Mark of Desolation, Greater Mark of Attack Speed, and occasionally Greater Mark of Attack Damage

Greater Seal of Armor

Greater Glyph of Scaling Magic Resist, though these can usually be switched out.

Quints are generally the same as marks, though armor quints would be better on, say, Amumu.

I would say look up Stonewall's routes for tank junglers. I know Amumu usually get's blue early because he's very mana dependant, but Shen might opt for a more sustainable route b/c he uses energy.

Yeah you got it about right, but there is a reason why I really don't consider Maoki as a true tank.

He has a snare on a 13 second cooldown that is great, but what if they are ranged and their target is still in range? Not a very reliable CC, and his ult which you just don't fight in at all.

His arcane smash maybe worth something though.

Shadow Dash has a 10 second cooldown, and Maokai usually gets some CDR from Shurelya's Battlesong or Frozen Heart, while Shen usually does not. Plus Maokai gets 2 CCs and a nice ult (which I suck at using). I think he's worth classifying as a tank, even if he's more difficult to play well.

EDIT: My point being, I think he is a tank, just not the greatest/easiest one to play. His CCs are a little less powerful and his ult is hard to use, but he's got the right kit for tanking.

Maokai's a great tank. He has a disrupt, albeit at close range, and an amazing range snare. His ult is really a "w/e I feel like it" thing. Saved me from a Karthus ult once. :3

Doesn't matter how he draws their fire, damage or CC or whatever.

Well I'm kinda asking who else I should put in the guide. I feel like the four I mentioned defentily belond, but according to your defenition I ought to throw in just about every tanky character in the game, heck even dr.mundo.
