This is tough, I'm trying to think on something good, but I'll stick with Jun's idea.
That shield would really be a nice ult, even though he'd need a lot more changes. That would make his hybrid tank idea focus only on one point: either tank or hybrid.
It wouldnt be so viable to build both because:
#1: He lacks damage and the ult gives a nice armor, so you can jump in the fight
#2: His ult would make him a God combined with nice armor and MR, and he'd tank like hell
idk, theres still a lot to do. He's giving more work than Yorick did.

Impale cannot be handled in the same way as
Fling because
Singed,
Skarner and
Udyr have completely different kits.
Singed is effectively, a tank. (and sometimes a truly annoying mage)
Skarner however, is a mage fighter. Meaning he can deal both more sustained and burst damage then Singed ever could with most builds.
Udyr is balanced around having no ultimate and 4 above-average abilities.
While Singed and Skarner are balanced around having 3 regular use abilities and 1 special use ability.
You're adding BOTH the low-cooldown elements of Fling AND the freedom of skilling up any of 4 abilities of
Udyr's skills. That would make
Skarner (not impale by itself) ridiculously overpowered.
No one would want to see Singed have access to
Insanity Potion by level4 or even before that.
The complications of making 4-skills available so early obtained more early lead to easily abused scenarios. Basically -> Imagine if
Summon: Tibbers was a normal ability on Annie instead of an ultimate -> (assuming you're a smart player) Hit Level4, you win your lane, guaranteed.
That's why Udyr has 2 skills that you much choose between to do well. You can't have both Phoenix and Tiger early game without mess up your performance.
Also, just reducing the cooldown would lead to abuse. Level 1 ganks are already OP. No one wants to see a Skarner rush out of a side-brush with
Boots and
Ghost and drag them into the enemy turret and laner.
And yes, that IS possible.
Impale makes the target get pulled at the same rate as the Skarner moves. If you have high movement speed during the moment of the impalement, you can drag the target over a massive distance.
( This makes building Philosopher's Stone and upgrading into
Shurelya's Battlesong very viable )
This is the one thing that I think keeps
Impale from being a
Fling / Puncturing Taunt knock-off. Though, I still feel it would have been infinitely more satisfying as a normal ability with a lower cooldown. (If it were a normal (20~25 seconds cooldown) ability, the damage would have to be cut in half, the cc would have to be changed to a stun (so you could cleanse out), and the duration would need to be cut down to maybe 1 second)

I'd recommend exchanging
Ixtal's Impact for
Impale since fracture is such a lackluster ability and reworking his ult completely. Someone mentioned burrowing which I like. His ult would make him untargetable while he's underground for 2-3 secs, he then pops up after the duration (or after canceling it himself) and deals AoE magic damage, and he can combo afterwards. This would give him some amazing ganks at level 6 and make stacking movement speed very useful on him (since he can travel farther underground if he's faster)
