Why would we want AP/lvl? It really doesn't make a big difference mid-late game. However, using a flat gives nice damage early. Isn't early game domination what we aim for? Or am I trying to force my meta upon everyone else?
You're trying to force your meta upon everyone else.
But seriously, AP/level glphs are very good, as are flat AP quints. It also depends on whether your nuker is an early-game dominator like LeBlanc or a late-game beast like.... I dunno, Malz? Veigar? Kennen?
Also check your champ's AP ratios and cooldowns, flat CDR blues are pretty nice too.
Check Searz' rune guide if you are still unsure.

I use mpen marks, mp5 per level seals, cdr glyphs, and AP quints, works well enough for any caster, so I don't have to constantly change it up

Basically this is fine. AP/level glyphs are nice because they're cheaper, but this rune set works on all casters. I'd focus on the marks and seals first.

Anywho I was wondering what rune setup for a straight caster (Brand, Anivia, LeBlanc, etc.) would be better: Flat AP runes, or flat Magic Pen runes. Which is better early game? Which late? I know the terror of facing any champ mid when they have 50 AP off the bat at level 1. But I don't know if I've ever been scared of Magic Pen. Thoughts?
