You, in even low elo play, should ALWAYS have access to a blue; you don't get an item ALWAYS for the few mins. you don't have blue. When it matters, in fights, you will usually have blue.
Blue + masteries = 6% from cap.
Plus he has low CDs anyway.

Nah, CDR should always be either 0% or 40%, it just gets better the more you have.
However, merc treads are too good on this guy to get CDR boots instead of blue pots.
WotA+RoA+Force of Nature or Banshee's + Merc Treads + Deathcap + Void Staff = 65% magic pen, 40% CDR with blue, 550 some ap or something, ~140 of each resist, and 3k health.
The guy is a monster on paper.
His ratios are kind of meh, but he's so long range that he will be a poke champion anyways.
He's really easy to lane with as well.
Edit: Don't like the FoN/RoA? Replace them with two more deathcaps.

RoA is just such a balanced core item, little risk reward in it. For example if you rush deathcap, and you don't get any kills. Then you are just behind the RoA guy.
And problem with range is.
I stay out of teamfights.
One of there assasins find me. I am way out of reach from my team.
That x-tra hp would maybe help you to survive long enough to flash to safety...
And you can't always count on blue. If the enemy got an aggresive jungler, who knows what he can do.

tem: with your range and hourglass, no other defenses are needed unless the enemy is a ***** (situational ofc)
and no, when you have base 3 sec CD on like all ****ing spells, you don't want all or none...generally blue and masteries is all you ever could want and need, almost max anyway, and when you have no blue, you are still fine with like the 9% cdr your masteries give.
ESP on this guy.
and stacking deathcaps is generally a waste of gold and utility, seeing as you lose the passive benefit and only get 140 ap from the deal...why not get 100 ap, 50 armor, and an active with HG for 500 cheaper?

imo he needs a TINY nerf, mostly in the passive area...however, imo, the superpowerfulness of him is allowable coz he is pretty high skillcap...you gotta aim 2/3 of your damaging abilities, meaning you gotta lead your enemies, and you also gotta position yourself well with your W or else you are ****ED.
And, his constant artillery with his low CDs is part of his kit.

CDR boots are great in Dominion where there is no Blue buff. And very little Magic Resist. He is fun in Dominion. I have been rocking the bottom lane with him. I still feel that Rylais is so core on him. It allows you to hit your stun combo so much easier and makes creep waves take forever to get to your turret. Rylais is my first major item I buy with him.

I've been going dorans sorcs rylais rabadons morellos and then another ap or defensive item. Xerath has 1k mana late game without runes or mana items...I'm going to start going dorans boots tear sorcs rylais rabadons aa then morellos. His damage even when I had about 700 ap was still underwhelming but positioning in team fights makes him a beast. Sooo many long range kills with him. His full combo is still potent and can burst rather well but his lack of mobility; and short range when not in locus of power is troubling. He can work well in many situations but needs a strong comp to keep the enemy occupied.
3.5 sec average for Q and W, ~30 sec. ult CD.
All you need is the CDR boots. Get buff or pot if you need more. Flat MPen is good for the squishies, but when they're smart enough to get a Negatron, you need percentage MPen.
Rylai's I think is more of a luxury item. Why would you need the slow if you can consistently land W'd E+Q combos? Even if you miss your Q, your ult is available to proc the stun.

He blow up the squishy of choice (Maybe two if your opponents get caught out of position, I.E. are bad) and then his glory ride is pretty much over. His real damage in fights comes from his ability to blow out his ult in quick succession.
His damage between Q and E is not enough to make him a scary AP carry. Once your ult is gone, the threat is effectively gone as well.
His ult in combo with Q does a the larger part of a squishy's health bar in damage, however. Which is how he should be played. Wait for the fight to start, stay safe, (Maybe even hidden, like Fiddle's) and as soon as the carry commits to the fight, simply blow her up from afar.
After that, all you can do is just Q and E every few seconds so make your ult count and kill that squishy carry. You won't have a high impact on the fight after that. (I.E, if you're already winning, you'll keep winning. If you're already losing, you'll keep losing.)

Nope, you're wrong here.
I'm 100% certain that that is true. I've even heard high elo people say it. Rushing Deathcap is a risky move and should only be done in certain scenarios.

A lot of ppl are fappy for RoA, honestly I only really get it core on Grag coz of his W which in effect gives a plethora more HP per unit of HP.
However, on everyone else, if you get a RoA, and I am AP vs you.

L0L k gl hf with your mana pool which you don't need coz you should have blue, and your HP, while I have a deathcap and melt you instantly! =)
especially on this guy; abuse his range, don't be an idiot and stay in teamfights, and esp. with vamp, you won't need the extra HP pool.
