I've got a better question.
Why wouldn't stupidity persist? The educational system is not perfect. It's scientifically proven that not all humans are rational. With every generation, a little bit of knowledge is lost, and new forms of knowledge are discovered.
Why in the world would you think there would ever come a day where people don't make mistakes or don't lack experience in some area?
Normals aren't a practice area for ranked - It's a different side of a coin to ranked.
Ranked has a slight level of order - Normals is chaos. It's not a tier 1 to tier 2 deal.
Here's a nice sweet slice of reality:
When it comes to "training" and perfecting your game, ranked is only the beginning, and there is no end.

1) Since I jungle quite a bit in soloqueue, I know the feeling.
2) It's always nice to have a prearranged partner that can handle solo top.
3) If this is a constant problem, use your own map awareness to keep an eye on top lane (if they don't ping for help). Since early jungling is fairly simple to perform, you can spare the attention.
4) Remember that if your teammate says they can handle a 1v2 lane and fails, it's probably not your fault. That might not win you any games, but it's something to remember when you're getting frustrated.
Ideally just play with someone you can rely on. Or take top lane yourself and try to get someone else to jungle instead (if you can handle it).
Side Note: Malphite is a beast 1v2.

Too freaking true. And I practice jungling in general and champs... not especially for ranked... but in general to perfect my gameplay. What I find frustrating and at times somewhat infuriating is many persons failure to see their own mistakes. I make a lot of mistakes, so of course I see some :P
Psi:
All too true. Good thing is that if they get owned top I don't have to complain that they push their lanes too hard :P
If you for some reason want to follow my ranked journey to gold, you can do it Here.

Ego, pride and the "I am the boss, you all should follow my way" type of selfish thinking is why stupidity persist in LoL. Sometime you just meet people that think they are never wrong and there's nothing much you can do about them.

Actually I love (not really) those guys who are bad, but wont surrender. "Yeah - we still can win against a 15-2 Trynda. No you're not a feeder. I am the Noob. I only had 2-0 before fed Trynda killed me a few times."

Why the hell do you care, is normals, just jungle and if they say "no jungle please" tell them to shove it. You're praticing so is not like you HAVE TO win, you just try to. Keep jungling, experience ganking when possible, grasp the char, go ranked.

and I don't wanna go into ranked to train. I wanna train in normals.
Edit: and yes, I would be fine with someone THINKING they can handle top lane, don't manage it and ask for help or switch... these never do. No pings, no asking for help, even if they stay alive and I try to gank other places all of a sudden I hear "the enemy has destroyed a turret"...
