Duff, taking turrets wins games. You can have all the dmg you want, but if you cant push their turrets and they are pushing yours, than you lose. Sry but thats the way it is.
Now one the topic of Brand and Xerath, I think it depends on what the team comps are, and if you want to be Super Poke Artillery or AoE Skill Shot Nuke.
Lets break this down shall we.

, he has insane farming, harassment, and of course intense dmg for 1v1, team fights, and random skrimishes. And to top off all this chaos,
is a nuke/stun skill shot that brings the pain.

This is his passive and kills almost as much as him dropping a full combo on someone.
This set up of skills and passive make players uneasy. Melee-ranged teams always have issues in team fights, and it causes disruption when brand shows his face. And Ranged teams meet the same issue. Too close, even at a range, and you can be ult'd bad. And if the ranged carry or support gets nuked, its GG.
Now the down side to this walking inferno, is he is prone to CC, combo dependent, and has no passive survivability. So bare in mind that you are high on the priority list if you play a good brand.
is passively a lil more tanky given his passive. Well tanky to AD champs. His skills offer long range dmg, CC, and survival. Even though he has a skill that roots him to the ground... But anyway... With Arcanopulse, he can farm and harass well. It has a slight cast delay, but its ok. Most ppl cant get out of the way. I dont have all his skills memorized so bare with.... I think its Mage Chains, that is a small nuke and if he lands another skill, he stuns them. Similar to brand in a way. Than there is Locus of Power... Anchors himself to get Mpen and spell range. Range great than that of Kog'Maw's ult, for most of his spells. This makes him BIG ARTILLERY!!
Now lets talk about what makes him a beast... His Ult, Arcane Barrage, I think it is. He fires a long range AoE nuke 3 times before it goes on CD. THREE TIMES!!! And if he Locus' first, he can hit from the fog of war and yeah. Taking dmg from something you cant just check a bush to find, kinda seems a lil OP.
So the upside to Xerath is, if you are more of a stand back and poke, he is a great choice. Ive seen a few since he came out, that simply rape due to the fact his range is so long, and by the time you find him in the fog or get to him down the lane, he can just AA for the kill.
So I guess it all depends on what you want.
