Now that I've stated my point, clarified the origonal intent of my "AD Sion>AP" comment you can stfu and just nod your head in agreement with me. Or you can contest my opinion and proceed to burry your head in the sand.
Sion's AP ratios ARE nasty, but the playstyle is haphazzard at the very least. The shield doesn't block a lot of damage early game and you completely gimp your teamfight capability. AP Sion is fragile, he's too team dependant and relies on people being dumb to be viable. "But I own with him" that's great, I'm glad you've found a group of opponents who are inexperienced and completely ignorant to the fact that breaking an AP Sion's shield completely shuts down his "burst". Thankfully there are real bursty champs like some I mentioned who aren't completely reliant on idiot opponents.
If you're still reading then AP Sion can burst, but he's not a burst champ and he's certainly not a champion seen as viable. If you do well with him fine, there are better "pure" AP champs out there, all of whom poop on AP Sion.

Burst @ 6 with 42ap(ap/lvl blues/flat quints), 181 Q +181 Q +100 E +151 R +151 R +151 R= 914 damage, with a 1.2+.7+1.8= 3.7AP ratio to his combo.
Casiopea:
Burst @ 6 with 42ap, 113 Q +93 W(3 ticks)+153 E +153 E +153 E +153 E +175 R= 993 damage with a 2.2+.9+.45+.9 = 4.45+ ap ratio on combo. (You can easily get off about 6 E's with QWR>EEEEEEE combo, and possibly another tick of W, and land a second Q for just wtfstupid damage.)
Clearly, Cassiopeia highest burst damage character in game in terms of "oh **** im stunned, oh **** im dead.".
Xerath has REALLY good sustained AoE damage though. (His AP Ratios are high though for his single target combo.)

Talon isn't a burster IMO.

Generally burst champs aren't OP at all. Generally. They are made to do massive damage and bail from the fight or risk being killed as fast as they killed the carry. Burst champions are so easily countered, you shouldn't really ever be afraid of them. Half of them are zoned easily the entire game anyway.
What's most OP is different to each patch.
This topic would be 10x easier to understand if you say "Best" instead "Most OP"

LeBlanc has the most early game potential

Fiddlesticks has the most surprise potential (Do not underestimate the element of surprise
