I believe "hybrid pen" will simply provide half the ArP and half the Mpen that current marks+quints will. IE: ArP marks=12 ArP Mpen marks=12 Mpen so hybrid will be ~6arp/6mpen. Include quints and you'll be around 12mpen/arp over all?
As for "no CS" supports. That is NOT the only way to play them. That is the way they are played because everyone thinks that the pros are infaulible with the metas they "develope" over time.

Seriously, if supports had to take farm to be as effective as they are now, they would never, ever be played again unless Riot buffed each and every one of them with completely bat**** insane AP ratios.

The TF changes are nice because his range was just abysmal before. Probably only something that regular TF players will notice since it sounds like a small range buff. Very nice all the same.
The LS quints... I don't know. It's really going to boil down to how much lifesteal 3 quints provide. If it's something like +0.5% per quint I think it'll be okay. With the mastery and Doran's that's a little more than 7% at start, impressive but not crazy. If it's upwards of +1% per quint then I think we're looking at a problem because then we'll see champs with upwards of 10% lifesteal at start, and having that much really kind of negates the tradeoff for grabbing Doran's right away.

Yeah, but in a hypothetical situation where Riot changed the game to make farming mandatory, you might as well just send another AP carry or a tank instead of a support. The farm would be much more useful on them, and they mostly have similar amounts of CC.
