You know, people can definitely change what the top rated guide is. Better guides do come along more often than not. Also, with the new scout system, we're working on getting the good "lesser known" guides out there for everyone to see.

You can always apply for a review, if it's any good you will get upvotes from people who know what they are talking about, then you are higher rated and other people will look at it :)

I have not made any guides im just speaking in general people will always look at top rated before yours or lower ones.
lol Lugi, I'd like you to tell us which top guides are terrible :) You can always send a PM to the author and tell them you dislike their guide and they may improve it. No need to badmouth them elsewhere.
Guides that are at the top and outdated are the guide that people will ignore and check out the other guide below them for more recent up to date information.
The outdated guides will lose freshness and will eventually expire, like Madmack's Ashe guide. I don't believe there are any updated guides at the top that are bad - though I only know this for the champions I play.

And to solve that, any author can apply for some reviews. Trust me, if the author invests a little time, waits a week or 2 and (most importantly) has a good guide, it will get to the top in no time.
