So, I was wondering how you should handle when the opponent you are laning against is SUPER aggressiv.
By this I mean doing everything to hurt you and is missing cs because of this.
I got into this situation a couple of days ago.
What do you do in this situation? If you keep trying to blindly cs and harrass him every once in a while, he will either kill me or force me out of the lane.
If I go against him as hard as he is going for me, I will miss tons of cs.

What do I do?

Just tell your jungler to gank.

Build counter items, especially if you're a solo top (which are usually tanky and can afford early resistances). Take health potions as often as necessary and get a good amount of resistances against the type of damage you're facing. As Zoki said, tell your jungler to help if you're having trouble.

If you want more specific advice, you're going to have to name a champion or something. There are different ways of countering each champion in the game.

Also, if you're not going to win the lane, your main objectives early game are to CS and to hold your tower. There are some instances where you should let your tower fall in order to end the laning phase, but by the time you know enough to recognize those times, you won't need me to tell you.
Thanks to Lugignaf for the sig!

Amen for this. Even if you're laning in bottom and having difficulty against. Let's say Alistar and Vayne; just build more sustainability items (armor/health regen/health pots).

As much as you will slow down on your 'normal build' (whatever your normal build is), you will not feed and let the enemy overtake your tower. And if your lane has some sort of CC, just counter-ward bottom's ward and let your jungler come when they're really aggressive near your tower. It has worked a lot of times for me. Even at times as a support in bottom, I go gp10 and rush Frozen Heart just to counter AD, or rush Banshee's Veil for AP.

In my chaotic opinion, I think its best to not change lanes, but to maybe swap out players.

Example: I was playing a game were my mid was being denied and was having to keep asking for help. I told them to change lanes, and I was able to counter their mid.

Sometimes changing players is just the thing you need to counter an aggressive lane.

There are two situations:

#1: They are aggressive, but you can tower hug without dying
#2: They are zoning you

The first one is easy, kill minions when they are low enough, the tower does the main damage

The second one means that you need a gank asap, or you'll lose your lane

What you can do? Nuke them and be careful
