This would be the only champion that literally never has to build any kind of offensive items because he doesn't scale with AD or AP at all, except ult and that's only every 90 seconds with maxed CDR... well E, which is the ability I like most.

NO that's where you make a mistake, normally you try to ignore tanks since they don't deal damage, than at the end when it's 3v1 (or even 4v1 or 5v1) you easily kill the tank.
I like the idea of this tank, but his ult kinda sounds like Nasus'. And as Dzeno pointed out, almost none of his abilities scale with AD or AP, which is what needs to occur.
However I do like the idea, I like the passive, the resource system is very cool. But you need to find a way so he's a treat when not attacked.
Yeah, he needs to be more useful without being hit. Or at east trade something out to give him a really good taunt, but that would basically give him a passive Galio ult. A good taunt would make him 23.6x more useful.

Maybe something like "Tromoa taunts 3 nearby champions (650 range) for 1,5/2/2,5 secs and then deals 250/300/350(+1/1,5/2 damage for every time he was hit) true damage to 1/2/3 random champions in radius of 1000. He takes 50% reduced damage for 3 seconds.

Passive: Tromoa has a new Resource System named Endurance. He gains 5 Endurance for every time he got hit by an enemy ( minions and neutral buff gain 3). For every Point in Endurance he gets 0,12/0,20/0,25 Armor and Magic resistance. He looses 5 Endurance per second after not getting hit for 9 sec.
Q: Consumes all his Endurance to empower his next attack. 50/85/110/155/210 (+ 0,5/0,75/1/1,25/1,5 dmg per endurance consumed. 7/6/5/4/3 sec CD
W: Consumes all Endurance to create a temporary shield. Shield strenght : 50/80/110/140/190 (+ 0,5/1/1,5/2/2,5 per 1 Point Endurance)
lasts 10 Seconds and 25/25/25/25/25 Sec. CD
E: Tromoa creates and Area on the Ground (as big as Trundles W) on which he takes 5/7/10/12/15% DMG and he deals same percentage more dmg
lasts 10 Seconds and 30/25/20/18/15 Seconds CD
R: Tromoa goes into his kings Might Stage (lasts 15 sec) in which he consumes 4/5/6 % of all Enemies Max.Health. He also can reactivate this ability to empower his next hit to end his ultimate . The next attack will deal his AD + (10/15/20 % of the enemies max. Health) After this stage Tromoa is slowed by 10 /20/25 % for 3/3/4 sec.
