Lots of things can, be yeah. o: Parrticularly in jungle and bot lane. Mid lane too to a certain extent. Buying MR can often be necessary mid lane.
But solo top lane is generally the exception, where you have to occasionally pull a weird stick out of your *** and do something out of the ordinary to win or stay relevant in strange scenarios :P

Yeap. It is.
Phoenix turtle is really good against champions who you want to push against.
Maybe something like a Shen to pressure him and try to punish him for ulting.
Or perhaps a specific team comp, either your team or your enemy's team means that you want to push and counter jungle inbetween waves, Phoenix is better for that.

It's pretty much broken record at this point with what everyone else has been saying, but a good Udyr knows how to play his skilling sequence off his laning opponent/situationally. Kids who cry about Udyr being OP when they face him, then cry that he isn't good when they try him, is because they don't realize different skilling orders will create varying results. That's the beauty of Udyr in general, You get to play him to situations and to your playstyle, not having to master the one way that makes him viable.

Boots+ 3/4 Health Potions
Doran's Blade (for lane dominance)
Madred's Razors (against ad and builds into Wriggle's Lantern)
Wriggle's Lantern (must buy)
Heart of Gold (hp, maybe Mercury's Treads before vs mages)
Ninja Tabi / Mercury's Treads (boots)
Chain Vest-> Glacial Shroud (cdr and vs physical dmg, also great mana pool)
Wit's End (AS, high dmg and vs magic dmg)
Frozen Heart (against targets with high as and builds of Glacial Shroud)
Force of Nature (vs mages)
Randuin's Omen (vs phsysical)
Trinity Force (more dmg vs mr stackers)
Madred's Bloodrazor (above but vs armor stackers)
Bloodthirster (as replacement of wriggle's for dmg and lifesteal)
That is the actual way in a short form to build Wilding Claw Udyr, top or jungle(without Doran's Blade, but is also an option). You even build Wingborne Storm Udyr like that, just skip Wriggle's Lantern and Doran's Blade.
As for Phage, I got a quote:
Dyrus:
Well, I now prefer Wilding Claw top, also even at jungle. Wilding Claw Udyr all the way.

He is gonna kill you!!!
Tiger doesn't need or want wit's end. Maw is a bazillion times better on Tiger Udyr.
In fact I'd say the builds for Phoe and Tiger are quite different inherently.

Do that, but please inform them which one usually works best too. Because most things really can be generalized.
