Lots of things can, be yeah. o: Parrticularly in jungle and bot lane. Mid lane too to a certain extent. Buying MR can often be necessary mid lane.
But solo top lane is generally the exception, where you have to occasionally pull a weird stick out of your *** and do something out of the ordinary to win or stay relevant in strange scenarios :P

Phoenix turtle is really good against champions who you want to push against.
Maybe something like a Shen to pressure him and try to punish him for ulting.
Or perhaps a specific team comp, either your team or your enemy's team means that you want to push and counter jungle inbetween waves, Phoenix is better for that.

It's pretty much broken record at this point with what everyone else has been saying, but a good Udyr knows how to play his skilling sequence off his laning opponent/situationally. Kids who cry about Udyr being OP when they face him, then cry that he isn't good when they try him, is because they don't realize different skilling orders will create varying results. That's the beauty of Udyr in general, You get to play him to situations and to your playstyle, not having to master the one way that makes him viable.

Tiger doesn't need or want wit's end. Maw is a bazillion times better on Tiger Udyr.
