Just use the report tool and they'll be warned or banned if they're disobeying the site rules. It's far more effective. I'd have to troll people like 500+ times before I got banned. Does that sound fair? It seems pretty silly to me when we have the much more effective report tool.[/quote]

Rep is meant to be a reward for good behavior, I think it should remain separate from punishment. The Mods have other tools and methods for punishing bad behavior that are much more effective. We also have a very powerful reporting system. If people start giving -rep instead of reporting bad behavior, I think the site will suffer for it. If you think someone deserves a -rep, then submit a report. It will build a record against that user that our Mods can review and from there bans can easily be issued on a case by case basis.[/quote]
