Hack =/= flaw. Using an exploit, hack or third-party program to gain an advantage is against the rules and completely wrecks the game, so I'm not surprised that the users had their accounts banned.
If there was a glitch where mastery pages weren't capping properly, it'd be different, but from the sounds of it that's not what happened.
I will say that was pretty amusing to watch though.

Apparently this was an even bigger problem in Asia before it showed up here but since the mastery pages went server-side someone worked out a hack allowing you to stack masteries you normally couldn't.
In the video Dr Terrible has 7 points placed into Prescence of the Master which gives 105% CDR on summoners, aka infinite flash, heals, smites, etc. (and you could do this with any stackable mastery, for example you could have something like 30 extra AD at level one)
