I doubt you will over-extend your lane because of 35% splash damage, and the splash zone is kinda small so it's possible to limit the amount of minions that get hit by it, if you target correctly.

Really good as an early game starting item. Unfortunately there are quite a lot of items that become useless during late-game, but are good for early game. They are rarely ever used.

I'm still trying to find a place to fit it in. I usually roll Boots > Trinity Force > BT > Banshee's Veil... but have been thinking about replacing the veil with Tiamat for games where I've got a decent lead, and really don't need to focus on defense that much.
Thoughts?
EDIT: I'm looking at 35% damage splash, on top of the damage I already have in place - stacked on top of an ability (from Trinity Force) ... That's 300-400 splash damage, per basic attack used after an ability, if I'm not mistaken. Will test shortly.
PS: Yes, I know I try to put Tiamat on every possible Champion. Everyone has bad habits.
