Just switch out 15% CDR with an equivalent of HP (should be around 450-500) and it's done.
For items, Amp Tome could be replaced by Kindlegem, Tome and a Meki Pen.

But then again ppl keep spamming about "How BAD" it is instead of realising that the item is quite cost efficient and only the champ base isn't suited for it.

Nashor's Tooth only fills a niche, so it's only natural you rarely see it. Not many champs can fit the hybrid AS category.

Are you serious? It's an ability that deals more damage the more AS and AP you have, so why shouldn't it work?
Nashor's Tooth needs an enormous buff. The only champion you see taking it religiously these days is Teemo (but who likes Teemo anyway).
I've done some pretty whack things with Diana before, like putting Surge on her and Nashor's Tooth, since I played her more solo top than anything.
I've done some research on the LoL forums. Nashor's Tooth has been concluded as a Utility item than anything. It's not really for damage: the AP stats are terribad, but the attack-speed is nice. However, Malady is such a superior item on her because of the magic-resist shred, if you play her as a fighter as well. And it's cheap too.
I hope Riot will do to Nashor's Tooth what they're going to do to Force of Nature: remove it, and spread the stats into other items that will actually be viable picks.

How could you spread Nashor's states onto other items?
They're doing that with FoN since it has some unique characteristics, Nashor's is nothing but base stats.
If they're doing sth with it, they're simply doing a slight rework, but deleting... can't imagine it, it's too much of a unquie item + it would become popular the moment they decide to come up with magical AA champs
