Only playing one champion that you can play good has actually been proved to be a nice way of ganing elo. I've recently started doing the same, with Singed, and he has gotten me quite a bit of elo, so far. The thing about Mordekaiser is that he can't only go mid, but also top. So if you don't get mid, you can take him top. Sometimes when I don't get top lane with Singed, I'll just lock him in and go him mid anyway, works like a charm!
So, you can main him, and play him in almost every game, but sometimes you will probably have to play something else. But if you're good with him, go him top/mid whenever you can.

Well, if you only play one champion, then you will get very good with that champ.
However:
* You will not be able to change your pick based on your team, you can't play adc, support, whatsoever.
* You can't counterpick, since you always play morde mid :P
* I myself believe it is boring to play the same champ over and over again, but thats just my opinions :D
* You said you will dodge the queue each time you can't play morde, but you lose elo when you dodge a queue in ranked :P
So I say no, at least be able to play a champ in each lane.
And if you really want to master mid-lane, play multiple champions mid so you can counterpick the enemy.
This way, the road of victory will be ahead! :O

sooooo BORING ... maybe you will gain ELO, but oh god such a awful way.
I think that is more funny to try to improve your skills on other roles and champions.

No, you are not penalized by losing elo when dodging a ranked queue. You become unable to queue for any matchmade games for 30 minutes after you dodge. This amount of time increases quickly after multiple dodges.

Also, you can be banned.
