9/21/0 for top lane, definitely.
I think both would work for mid. Generally the higher elo you get, the more tanky you have to build on a lot of champions. As far as I know though, both should work.

I love how before Voyboy did it, people said tank Katarina was ****, and that there was no way in hell it would work, because people wouldn't focus you when they realized you did no damage due to tank items, and you'd just end up tickling anybody without getting focused. I still prefer the 21-9-0 by a lot, kat is all about burst but ofc you can still some items to make her morem durable
