Exactly what Luther said, Lifesteal is just much more effective than Spell vamp because it doesn't require you to use mana and since you can autoattack about every second, you make consistent use of lifesteal.
However, on sustained damage mages like
Karthus,
Vladimir,
Cassiopeia,
Fiddlesticks and much more, spell vamp can be really good. It's just that most of the time other items will be more important. Champions that have no mana costs and good sustained damage with spells make great use of it too (
Vladimir again,
Kennen,
Mordekaiser,
Akali , etc.)
However, on sustained damage mages like

Elohell is like Irelia's stun: if your real level is equal or lower than the level you are in, you're STUNNED there forever. If your actual level is higher than the level you are in, you're just SLOWED in your way up.

basically burst mages dont usually take spell vamp because they dump all their damage out in about a second or so .. and even if they get a lot of heal during that period it dosnt really matter because after their burst is done... they have nothing to contribute in teamfights until their abilities come off CD... so buying something like a Zonya's Hourglass makes a lot more sense
by comparison and ADC does sustained damage throughout the fight and is more often the target of enemy team focus.. so getting sustained healing means - longer life and more damage dealt...

Spectral Wraith is probably your best bet if you're playing a champion that wants revolver and you want to upgrade it into something.
Also I'm pretty sure Cass with spellvamp is okay (not sure if optimal anymore, mpen builds OP). If you were to get revolver, you'd either sell it later or upgrade to
