Well you cant do much to make your carrys play well, you can surround them with wards items buffs and perfect plays, but in the end your hoping to god that you've givin them enough to succeed, which often times at lower elos is incredibly hard
The 4 support example is irrelevant. We're talking about carrying bad people in soloqueue, not organized strategy.
I'd have to say mid and/or jungle have the biggest impact on the game, and thus the best chance of carrying, especially in soloqueue. Top snowballs quickly if you outplay your opponent but you're too far isolated from the rest of the game in the first 15 minutes.
Supports do not carry. They help other people, usually your ADC, carry the game. In order to do that, at least one member of your team MUST be competent enough for you to take advantage of your skill advantage. Carrying games in soloqueue is about abusing a skill disparity between you and your opponents. If your teammates aren't good enough to make use of all the advantages you give them, you cannot carry.
Honestly I think supports are a lot stronger in high gold and above because players are generally competent enough to capitalize on advantages, while bronze and silver ADCs will still be missing CS no matter how amazing their support is.
There is no way a support has a bigger impact on the game than a mid laner or a jungler. Mid and jungle have the potential to feed three lanes. Usually the best a support can do is get the ADC (which is mostly a late game threat) farmed and hopefully some kills if the ADC is decent. In a bronze V game with a diamond 1 player on each team, one mid, one support, the team with the diamond mid will win the game before the other team's bot lane becomes a serious threat.
I'm not saying that supports can't climb in soloqueue or that for you, personally, support isn't the best way to get to the next division. Some people are terrific supports and that's probably the best way they can get their team more wins than losses. That doesn't mean it's easy to carry with compared with other roles.
