His ult does apply lifesteal, but it's also a spell, and should therefore, apply spell vamp. Never tested it though.
There is something really interesting here:

This still opens up questions. What happens if you got spellvamp? What happens if you get more lifesteal? Are physical damage on-hit effects also affected? It is really strange.

Any ability which states that it applies on-hits will never apply on spell effects (spell vamp). The only exception I can think of is

Infinite Duress is actually a 1.8 second channeling spell. but in addition to that it also applies on hit effects. so what does that means ? it means that ID is actually just any regular spell that also add an on hit effect for 5 times.
this would mean that you would technically gain "LIFESTEAL" in a form of a spell vamp.
also on the account that building ravenous,BT and BOTRK, please note that ID scales of AD and added AD means more spell vamp(still a hypothesis).
that statement would also place us to why spell vamp does NOT really increase his ulti. the reason is that building flat ad will give you more lifesteal during ID than just building straight up spell vamp.*
i might be wrong and haven't done the math* but i will try to test this out later this day.

WW deals magic damage instead of physcial one, but for the rest, he's simply autohitting.
And he gains +30% LS and a full stacked Eternal Thirst against the target while using Duress.
And he's not using spell vamp, because WW's applying magic damage with "autohits", which doesn't work with spell vamp.
The only thing Riot did wrong here is using the term "lifsteal" while making WW dealing magic damage.
I guess they didn't want Duress to deal physical dmg so that AD WW didn't become too powerful back in the days.
In this unique case lifsteal works with magic dmg, that's all.
