As someone who plays him quite a lot, he's fairly weak in soloq. The 20% DR is nowhere near as good as the sheer damage that any other jungler can output, or the CC that Naut/Zac brings to the team.
He's fine if you're okay at him, but there's better picks.
On topic, I max R->Q->W->E. I only get one point in E 'cause Q has a lower CD and more damage per point, per second, if you account for cooldowns.
EDIT: Weak doesn't mean they don't have less than a 50% winrate. It just means whoever does feel like playing them is good at them.

win rates don't mean that much, but yeah I agree he is underrated and underplayed, but adding on to what Lugignaf said he is weak for soloq and he needs a team who knows how he plays

Chu8 likes to go R>Q>E>W because the E really makes you clear stupidly fast and also gives you ridiculous burst when ganking (he goes heavy on AP usually so he likes to get tons of dmgz). Worth trying because it's fun.

Maxing
Sapling Toss last works best right now. You keep the mana cost low and use it to scout brushes or give vision for a W over wall. There's not much point in maxing it second because longer CC duration from
Twisted Advance is way more useful when you're level 12.
You also have one less mana dump in team fights which means you have more mana to spend on keeping
Vengeful Maelstrom up.
