Even without the old ult he had good poke and a stun thats pretty easy to pull off if you can predict the enemies movement. And old Xerath's ult cooldown was ridiculously short (something like 30-40 secs with blue buff/Athenes).
@Vapora: I'm pretty sure the new ult is like entirely a sniping tool, because you can easily land 2-3 ults on an enemy if they dont see it coming or you've just spawned.

Not really, IMO. Each Q did a massive chunk of damage, and it traveled almost as much distance as a nidalee spear but with no travel time. And it had like a 56 second CD anyway.
It was possible to enter W, then Q R R R a carry to 0 HP from a mile away if you landed everything. But nope, can't do that anymore.
thats because doing that is almost as toxic as rengar jumping in from out of nowhere to kill someone instantly, they didnt want xerath to be able to do that just like they dont want rengar to do that

I honestly thought this was going to happen for the longest time, especially after the assassin meta ended. Xerath was always pretty strong in my opinion, and when I played him I thought he was one of the most fun AP carries I'd ever played. I have literally zero idea why he was so unpopular and (besides a small window of games one week in season 3 spring LCS) never got picked up for tournament play.
How I feel about new
Xerath:
Passive: I feel like his passive is a bad
Lissandra passive. I mean, sure it has a lower cooldown but the mana returned from it versus the spells I potentially cast will probably make me run out of mana faster.
Q: Feels better overall. I do think the charging thing is a bit weird because it hardly rewards charging in lane (you're basically stating you're about to cast the damn thing but it won't deal extra damage with sniping AND it warns where it's shooting a bit before the damage procs).
W: By far the biggest improvement spell. Not comparing to previous W which, for me, is irreplaceable, but this spell has a really nice range, a great utility and has awesome setup capability for the rest of his kit. I sorta feel tempted to try maxing it first out of curiosity, but I gotta read the CD number crunch and stuff.
E: WHAT THE **** IS THIS PIECE OF ****. Short ranged, slow-***, motherfacking stun that is hard as **** to land. I'm talking Morgana Q hard, or even harder. Not to mention you're all "HEY ENEMY LANER I'M FIRING FROM NARNIA CAN YOU FEEL IT? Oh let me just walk over to you to try and stun you with my snail ball."
R: Clunkiest. ****. Ever. Seriously, this spell is so bloody hard to hit, that radius is ******ed small. Also the cooldown what the hell is that.
All in all: he feels pretty fun but undertuned. I liked the old one better because all of his kit worked together so well, whereas current Xerath's E and R are just...something.

His new E is horrible. I don't even use it offensively most of the time and hold on to it for *******s trying to dive me and it still feels terrible because if they're on top of you it only stuns them for like 0.3s because tenacity. Ugh. Funnily enough I get the awkward feeling that its hitbox is too big because I try to aim it past minions and it hits them anyway.
I like what they did with him but tbh I was taken off guard at how much more difficult he felt for me. Idk if his skill floor actually increased but I absolutely sucked balls when I tried him after the rework.
I only really have issues with his E and ult, his new Q and W are great although I swear their indicators lie to you, W is hitting people where I expect to miss and Q indicator barely touches the FoW if I'm correct and yet I'm sniping people out of vision :S

Low kill potential is different from underwhelming. He still had a good amount of poke without his ult.

Nope, that was Riot's original point of view when they started the rework. They later changed it to 'toxic gameplay' which was sort-of true. I'm still convinced that, ever since the S3 patch, the old Xerath was pretty broken due to his insanely high amount of magic penetration. Additionally he could kill any champion in one combo from a 1000 range.
A major issue he had was very low dps and low kill potential without his ultimate. Additionally siege compositions aren't exactly popular in the current meta.
