Early game
In low elo take ignite and my go to rune page, wukong's level 1 is probably one of the strongest in game right now with ignite which most people don't realise in low elo. So you take advantage of that. Your passive means the more you auto and the longer you fight the stronger you are which again, most people in low elo don't know, take advantage of that, all in with e, and auto ignite him to death. I like to bait with the potion rune by allowing myself to drop to lower hp to bait fight then heal at the last moment to get a cheese. Again, this works because most low elo players do not check your runes.
In a more competitive elo where people start to think (gold/plat) I would recommend to still go with early trades against even or easy matchups but you should know that your enemy will know you beat them level 1 so they will try to poke you down. Fight around your minions to avoid skillshots while try to avoid minion damage (i know, the monkey life is hard.)

mid/late game
In lower elo wukong is a great 1v9 carry, if you are ahead you can go crazy with your dashes and melt all the enemies. When you are behind try to get carried, I repeat, TRY TO GET CARRIED, wukong is probably the best top laner to peel your carry. look at who can carry in your team, use r and w to save the carry when he/she is in trouble.
In normal and competitive elo its very hard for wu to snowball and carry with all the recent nerfs, but you are still op in team fights aim to stun as much people as possible with your r and w combo. Peel if you are behind and do no damage, you can get to their backline and melt them with no trouble if you're not too behind but you should always think before you act. Look for picks and teamfight with r is your win condition.
