Ahri is a super winning 1v1 matchup for Viktor, you win trades at basically any stage of the game so try force them as often as possible. The only way to lose is to die to her gank setup post 6 so make sure you play around your vision/flash.
Akali
Akali is difficult early due to her heavy sustain, but if you play the grasp build you should eventually outscale her in teamfights and on sidelane. Focus on punishing levels 1-2, after that keep the wave on your side. Try not to be pushed past halfway post 6 or you can get run down.
Akshan
Akshan is a free win post level 4, once you have a point in W. Don't skill W level 3 because your E will do no damage. Do your best to poke when you can without being too far up in the wave before this point. After this you can W or R (after 6) and you should win out on any trade.
Anivia
Anivia pre 6 is a free win, you can beat her in trades at any point. Post 6 if you get walled at a bad angle you can take a lot of damage, but you should be able to outrange her with E poke. You can cancel her ult with your ult as well which can win you a big trade.
Annie
Annie is super free 1v1, you win trades at any stage of the lane. The only thing to be careful of is her gank setup at 6. Try out range her and don't get poked by the bear for free.
Aurelion Sol
You should be able to poke Asol out 1v1, be careful of extending too far up in the lane as he can run you down with his W if you don't have enough mana or your W/R are on cooldown.
Aurora
Aurora is very easy to trade with 1v1. Try Q spam her level 1 and 2, once you're level 3 mainly poke her out with E and stay out of her range. The only difficulty comes from her extremely strong gank setup post 6 so make sure to play around your vision.
Azir
Azir is fairly easy, you can poke him out 1v1 with Q and E spam. If he uses his Q forward you can often walk around it and force a trade. Post 6 be aware of his gank setup if he has an aggressive jungler or support.
Cassiopeia
Cass can be poked out from range but be careful going up too far, especially at level 3. Once you're level 4+ and have a point in W you should be able to poke from range and as long as you have either your W or your R she shouldn't be able to chase you down.
Corki
Corki can run you down level 1 with E, if you wait for this to be gone/play on your range you should with Q. Level 2 look for E poke but don't use too much mana until 3. After this you should just be able to constantly poke him out of lane.
Diana
Vs diana go aery resolve, pick up shieldbash + boneplating. Try and avoid her Q poke. She has a lot of tankiness so don't harass with E too much before you have 2 points in it. You should be able to zone her off the wave at level 1. Make sure you save W/R defensively for when she dashes on you.
Ekko
Against Ekko you need to take aery + bone plating and shieldbash. You should be able to win trades even he Es on you directly. Just make you sure you don't waste too much mana on Es at level 2 and try not to be caught by his W out of fog cheese.
Fizz
Fizz is actually fairly easy 1v1 with aery + boneplating shieldbash. You can also opt for the grasp build instead if you want extra safety. The real difficulty comes from his gank setup, especially post 6. After level 3 onwards you should pretty much always have the wave either in the middle or on your side to avoid this.
Galio
Galio is low threat 1v1 but normally you can't push him out of lane through his sustain. I would opt for a phase rush scaling page and just focus on matching his push on the wave and not dying to ganks.
Heimerdinger
Heimer has good push but you should be able to eventually poke him out with E spam. Once you get your E upgrade you'll easily be able to match the push as well. Just avoid getting hit by his E or fighting him with too many turrets.
Hwei
Hwei is an easy 1v1 matchup for Viktor. You should be able to poke him out at all times. Try not to group too heavily with the wave so he has to choose between harassing you or pushing. Play on your range with E to avoid his Q poke.
Irelia
Irelia is one of the harder matchups 1v1 but you heavily outscale her in the teamfight. Keep the wave on your side whenever possible and hold your W defensively. I'd recommend either phase rush resolve or just playing grasp.
Jayce
You should beat Jayce at pretty much any point. He can be a little scary if he gets dirk on his first base, so try and bully him before then to ensure you base with an item advantage. Don't stand too close to the melees unless you want to bait him to Q onto you.
Kassadin
If you don't bully the lane Kassadin can end up being a big problem, but you should be able to bully heavily pre 6 and always stay at an item advantage. Post 6 be careful how far you are up in the lane, especially if you have no vision. Also keep your W defensively. Make sure to be mana efficient as well since he has a fair amount of sustain, so mostly trade with Q autos and wait for more points in E.
Katarina
Katarina is fairly easy. You should statcheck her at any point of the game. Be a tiny bit careful of her running you down the lane at 2 or 3. You should be able to avoid this by just standing apart for the dagger. Aery + resolve OR grasp is best.
LeBlanc
1v1 LeBlanc is a very easy matchup for Viktor. With aery + resolve you should be able to win any trade even if she hits her E. If you stand in the creep wave and she can't hit her E then the trade is even better. The difficulty comes from her insane gank setup, so try and keep good words or keep the wave in a safer position post level 3.
Lissandra
You should have no issues poking Liss out 1v1. Push up aggressively on the side of the wave to make sure she can't splash you with the Q. The only thing to be careful of is her ganksetup so make sure to ward if you are pushing far up. You can consider merc treads, but I wouldn't buy them super early as they'll limit your laning power a lot.
Lux
Lux is favorable 1v1 but she is a really good neutralizer. Stand to the side of the wave and spam E, it'll be difficult to get lots of Q poke off after level 1 UNLESS she wastes her Q. This matchup is just all about dodging skillshots and hitting your E.
Malzahar
Malz is the easiest matchup of your life. You can statcheck trades with Q and basically any point. It's very easy to spam E poke him out of lane. Just make sure to kill his voidlings ASAP when they spawn and try push him off the wave whenever he uses cooldowns. As long as you stop him from getting his chapter too early it should be easy.
Naafiri
Naafiri is a bit hard to push out of lane with her dshield second wind, focus on being mana efficient, mainly poke with Q and then E once you have more points in it. When you Ws on you place W on yourself slightly behind and kite through it. Aery + resolve or grasp are good for this matchup.
Neeko
Neeko is fairly strong early but you outscale her pretty hard. You should be able to win trades, just focus on dodging her E and stand apart from the wave so you can't push the wave and harass with Q.
Orianna
Orianna is pretty strong 1v1 but you should be slightly stronger. Mostly this matchup is a skillshot check but you should be able to win trades at level 1 with Q spam. You definitely outscale so as long as the game isn't lost too early you should be in a good spot.
Qiyana
Qiyana is very weak 1v1, just play aery resolve or grasp and you should have no issues. Try not to let her proc your bone plating for free and you will win any trade when it's up. Post 6 be careful being caught too far up in the lane, if she can't ult you into a wall and run you down it should be free.
Ryze
Ryze is super easy, you win trades and outrange him at all times. His only advantage early is his waveclear so make sure to auto the wave a lot and try zone him off whenever you can. Be aware of his flash EW ganksetup, otherwise you should have no issues.
Seraphine
Seraphine is a reasonably good neutralizer but you should be able to bully her hard before she reaches her waveclear. You also heavily outscale, so the only real danger can come from level 6 fights. Make sure to choose skirmishes carefully, keep your farm up and enjoy the free LP.
Smolder
Smolder is pretty free, your E poke will eventually force him out of lane. You do win with Q level 1 but be careful being so far up the lane that he can chase you down with autos.
Swain
Swain is fairly weak in lane but if he takes aery can be a little stronger than normal. You win trades with Q pretty much always and outrange him heavily with E spam. The only risk is early skirmishes into his ult or being caught too far up in the wave without W to disengage.
Sylas
Sylas can be difficult because of his high sustain + gank setup. In the 1v1 you should win as long as you dodge his chain. For the most part try keep the wave on your side or in the middle to minimize how far he can run you down.
Syndra
Syndra is winning 1v1 but if you don't dodge enough skillshots it can be difficult. She also has very good gank setup even early in the game so you have to make sure to ward and hug to your safety. Merc treads can be good but buying them too early can neutralize yourself as well, and if you're greedy you can skip them altogether.
Taliyah
Taliyah is extremely free, you win trades at all stages of the lane. You should be able to poke her out of lane super often as long as you land your Es. Just don't get caught by a W under her turret and you should have nothing to fear.
Talon
Talon is very easy to poke out. Take aery + resolve and blast him. Be careful of his level 2 cheese, as long as you avoid one part of W he shouldn't be able to all in you. If you don't die randomly early and put him behind for first base it should be smooth sailing. Be careful at 6 if your wave is pushed up.
Tristana
Trist is annoying early but the lane goes increasingly in your favor. In the first 1-3 levels keep the wave on your side and just poke from range, don't give her an opportunity to W onto you and run you down the whole lane. Once you hit level 4 with W, and 6 with R, she shouldn't be able to jump on you anymore and you can just poke her down for free.
Twisted Fate
TF can never win trades against you so try and force them as often as possible. Be careful of his gank setup, especially when you have no flash. Post 6 can be a bit dicey because you need to push so he can't roam but pushing makes you more vulnerable, so setup vision and hug to it.
Veigar
Veigar is a weak laner but if you take too much Q poke it can add up. Make sure you stand to the side of the wave, if he Qs the creeps to stack you can easily punish by moving forward. If he holds it then just look to E spam him out. Careful when you have no wards/no flash vs his cage.
Vel'Koz
Vel'Koz is overall pretty easy, you want to position slightly to the side of the wave (so you don't get hit by W) but close enough to the creeps that you can block his Q. The only real risk is at 6, if you get caught by Q slow or E he'll follow up with R which is a lot damage, so just be very aware of dodging these.
Vex
Vex is very strong when her fear is up but it has a long CD and you want to play aggressively while it's down. Try stand away from the wave so she can't AOE you and the wave at the same time. You outrange pretty hard so you should eventually poke her out with E spam.
Vladimir
Vlad can be annoying because of his high sustain, but the key is to poke mainly with Q early, and to only use a few Es until you get more points in it. You should be able to have a CS lead early, once you get chapter you can spam more poke than he can heal. He also has low waveclear so at some point you can just spam shove him in.
Xerath
Xerath is mostly a skillshot check, he has long cooldowns so try be aggro if they're down. Once he hits 3 be careful walking towards him due to his E, at this point you will probably only use Q for the shield and instead focus on E spam. If you can have a favorable first base it should be easy, but if you go even then you can start to struggle.
Yasuo
Vs Yasuo take grasp + boneplating, if you are relatively even in lane you are winning super hard. Play mainly for Q poke as E poke probably isn't worth it for the mana early since his sustain is so high. Try avoid isolated
Yone
Despite his sustain you should be able to bully Yone in the early levels. If you play aggressively enough you can probably force him into a bad base. Be very careful with your mana usage on E in early levels and be aware of his strong gank setup. Post 6 keep the wave in the middle or on your side otherwise you'll probably get run down.
Zed
Zed if unpunished early can definitely become an issue, but you should bully really hard with aery + resolve. Focus on harassing him whenever he comes to CS and when he throws out his W make sure you play to dodge 1 shuriken so he can't proc electrocute.
Ziggs
The key to playing against Ziggs is standing apart from the creep wave. You can easily dodge his Q and you can poke him down consistently with E. If he uses CDs you can look to get aggressive with your Q as well.
Zilean
Zilean is free real estate, he only has 1 useful ability so if you look to stand to the side of the wave and harass him whenever he comes up it should be free. Maybe be careful of his gank setup if they have a very aggressive jungler.
Zoe
You should be able to poke Zoe out 1v1 but if you get caught by a random bubble it can be bad. Try poke constantly from behind the creep wave and respect her all in if she picks up a good combat summoner. You can consider merc treads if you are really struggling.

Viktor is really good with AD CC junglers, especially ones that are tankier.

Laning Phase
The laning phase on Viktor is very straight forward. In early levels you will be able to heavily harass with your Q, if you can get the auto off it's good but just hitting them with the initial Q1 + aery + scorch will be enough. As the lane goes on you will shift more into E poke, just be careful of using too many Es at level 2 before it becomes more mana efficient with more points. Try not to use too many CDs on the wave and focus primarily on pushing your opponent out of lane as many times as possible.
Post 6, you want to continue to poke and maybe look for an all in with W + R. Sometimes even the W slow is enough to commit R, but if you manage to stun them use it immediately and you'll either kill them or force them back to base.
The main weakness of Viktor early game is getting ganked + poor skirmishing, be very careful taking fights unless your team is stronger/has more people there and do your best to setup wards for yourself and hug to them carefully.
Mid Game
In the mid game as Viktor you will want to do your best to continue to keep up your gold/xp while also being at all the major objective fights. The best way to do this is try shove the side wave as far as you can without dying. If you don't have TP up, it can be a good idea to group with your team instead and just catch sidewaves when they are going to crash on your tower until your TP comes back up. If your sidelane matchup is really easy + your team is winning and you have vision then sidelaning should be very easy, if the opposite of these things are true then you will need to be a lot safer on side. Be a little more careful than normal as Viktor since you are very immobile and can easily be caught out on side, even if you'll win most 1v1s.
Teamfighting and Skirmishing
Viktor teamfighting is your standard front to back DPS mage. You want to mainly hit whoever is in range of you while staying behind your tanks. You have a lot of sustained DPS so you need to stay alive as long as possible. For the most part you can deal all your damage from long range, but you want to try find a window to get an R or a W a bit deeper to maximize damage.
One of the keys to Viktor is choosing your skirmishes carefully in the early game, try only go for fights where your team has a numbers advantage or you can really strong e.g. all gold spent, R up, flash up etc. If you can sneak any early KP it'll be great for your stacks, but be really careful as if you die early you can find yourself really behind the curve.
You may also want to think about which abilities are most threatening and how to avoid them. For example, if the enemy team still has stuff like thresh hook, lissandra ult, malphite ult etc you will need to either wait for these to be used or be ready to avoid them. Sometimes, especially if you have no flash, you might need to be careful before you fully commit to the fight.
