That's a pretty often used way to build eve on the mid lane. It gives you a lot of burst, but leaves Eve without any Sustain. You can exchange the Lich Bane for a Rylai's Crystal Scepter if you want to have more sustainability.

The way I build eve in the jungle has more sustain, but a little less burst. You can roll with Sorcerer's Shoes, but I prefer the Mobility Boots, because you can switch between the lanes very quick.

That's a pretty standard build for APs against tanks. It contains more sustain, less burst but a great overtime damage, which is pretty useful against tanks.
