IMO worst matchup. Take sweeper level 1 and play to hexflash out of bushes with unmounted W, or by trying to freeze and asking for ganks. Roaming is also difficult because Janna as a champion is faster than you. Against her you're playing to peel; Janna disengages your kit too well.
Soraka
Laning against Soraka is extremely difficult due to her badly punishing your engage tools with her instant silence, out-sustaining you in lane, and outscaling you. Play to roam as she's not threatening to your ADC if you leave them alone 2v1, or freeze and call for ganks.
Morgana
Morgana makes it difficult for Rell to do anything despite Rell Q breaking Morgana's shield. As soon as she has Q and E in lane you can't really do anything unless she roams, and she can be dangerous to leave your ADC alone with, so try to roam at key timers because she's slower than you.
Renata Glasc
Not only is Renata overpowered in general, she's especially painful for Rell given that her kit is mostly disengage focused. Laning against her is a tiny bit easier than the other extreme matchups, but she outscales Rell terribly hard in the early mid game and it's difficult to find winning fights around a Renata.
Lux
Lux does a lot of damage, does it from a screen away, does it while shielding her allies, and does it while rooting you and slowing you with an unmissable ability.
Alistar
Alistar is very similar to Rell, but his W and Q both cancel Rell's mounted W and he becomes a lot tankier than her through his ult. Alistar's scaling isn't all that great though, so there's wiggle room in the later chaotic teamfights to find *some* agency.
Bard
He doesn't outright beat you in lane, but through roaming Bard will find a lot of opportunities to have more impact on the game. He also outscales you and is very difficult to dive and teamfight against.
Braum
It's very difficult to engage into Braum because even if you land your engage onto both him and his ADC, it's often difficult for your ADC to follow up and Braum himself will become extremely hard to break through in lane. He's also more useful later on, but it's still possible to find some agency against him.
Galio
A good Galio will zone your team from following up on your engages, and because Rell functionally does no damage on her own, it's near impossible to find good fights in lane unless their ADC mispositions quite hard. His roaming and teamfighting later on are also pretty hard to deal with if you try to engage, but you succeed in peeling against Galio so go Locket and adjust.
Gragas
Gragas E beats your mounted W, his CDs are shorter than yours and he's roughly as tanky as you. His R isn't something you can't stop either, but he scales roughly as well as you do on paper. Depending on the game there are ways to find agency, but it's not the easiest matchup.
Seraphine
Seraphine isn't at all balanced, and has a lot of strong survival and disengage tools. Her laning isn't the greatest though, so there will be opportunities to take advantage of there. After 20 minutes it's very difficult to find agency against her.
Thresh
Thresh's E and Q both make it impossible to engage against, and his W also helps his allies survive your engages. Typically against Thresh you're going to have to play to peel, and even in that case Thresh is often more useful.
Xerath
Xerath does a lot of damage, and he does it an entire screen away. It's difficult to find opportunities onto him in lane and he scales very well on his own, but doesn't do a lot for his own ADC outside of raw damage if they misposition. Conserve your health in lane, play around bushes with sweeper, and it's possible to find some creative engages.
Amumu
Your laning is better, your scaling is roughly even, yet his teamfighting is slightly better, soyou do need to make sure that you keep up good vision and prevent him from accomplishing the same thing you're trying to do to their team.
Ashe
Her kit doesn't do much in the way of preventing you from doing what you want to, it's simply that she does it from a screen away. Play around bushes for lane, and play for teamfights later on. You can buffer her R stun with your mounted W.
Karma
Karma outranges you, is relatively quick and bullies you in lane. In lane she has to misposition for you to be able to find any opportunities to punish, but if you endure it and make it to late game you can do a lot more in a lot of teamfights than she can. Chemtank is good into her.
Leona
Typically if you engage vs Leona in lane, she will counter engage onto your ADC, and you usually lose that 2v2. However, you can play to peel against her, and in that way you can win.
Lulu
Her kit doesn't have as much raw disengage as most of the other enchantresses, so in lane you can find a lot more opportunities to take fights as long as you conserve your HP. You have a much easier time roaming too, but she does outscale you though, so you can't let the game last for too long.
Nami
As with all disengage champions, teamfighting around Nami is difficult. Nami is easy to make mistakes on though, and all of her engage tools are skillshots. She also doesn't have instant disengage for lane as well, so you can catch her with hexflash and unmounted W, so play for that.
Maokai
Mao'kai actually is quite the nuisance in lane, but not great at following up your roams so look more for those. It's very hard to engage on to him or his ADC because of his W and Q (which of course cancels your mounted W), and his saplings also make it very hard to play around bushes. After 6 his disengage gets even better, but he is quite slow and one dimensional, leaving you with a lot of opportunities to find some game winning fights, playing peel or engage.
Nautilus
Nautilus engages much better than you, but finds it very difficult to walk through you when you're trying to peel for your team, so play for that.
Neeko
Neeko has great disengage with her E, and her W makes it very difficult to chase if she goes invisible. She can only take fights if you walk into her though, so switch into a peel build and it becomes a neutral matchup.
Pyke
IMO this is a skill matchup, you each have answers to the other. That being said, Pyke overall is a slightly stronger character and roams a lot better early on and finds picks a bit easier, but you can force teamfights to go your way. Good Chemtank matchup.
Senna
Senna isn't a terribly weak laner, and scales well even before she scales infinitely, but she is still squishy and immobile so you can find winning fights later on too. In lane play for hexflash and bushes, but be aware that she's in general a much stronger champ so you can't give her time to scale.
Shen
Shen can be difficult to engage into, and has great map presence and roams, but on support economy he can struggle to scale well with his long cooldowns. You outscale him in the support role with either build, just be aware of roam timers. Your unmounted W also can cancel Shen's E.
Swain
Swain is hard to engage on because he becomes extremely tanky, and he's a potent laner. Whether or not you go engage or peel depends more on the rest of the game, but if it's a neutral game I suggest just going peel with Locket to keep him from hurting your team too much.
Taric
Taric has been underrated for a while, and he's a pain to play Rell into due to his high sustain, potent stun, and his ult being such a great teamfight survival tool. His laning isn't the greatest though especially considering his mana costs, and he can't stop you from taking a fight if you want to. Consider maybe going Evenshroud and Zeke's if your team has the burst potential to kill a couple people before his R can go off.
Zilean
Zilean's very fast and hard to engage on, as well as guaranteeing that you won't have a level advantage, and is impossible to dive without 4 people after 6. You can win by taking advantageous teamfights, or by freezing/roaming in lane for kills, but it's not the easiest. Good chemtank matchup.
Sona
Sona's laning phase is quite weak and the ball is in your park, but she does scale extremely well. Even when she's scaled though you can find the fights you want, so be careful. Good chemtank matchup.
Blitzcrank
Usually if you play vertically in lane, Blitzcrank hooking you means you get a flash or more from the enemy bot lane. Sit on top of your ADC unmounted and you can W at him if he or his ADC walks up too far. Otherwise just be aware of potential roam timers, and outscale him.
Brand
Fairly easy lane to find agency in especially when he whiffs abilities, but his damage later on isn't something you can straight up ignore.
Malphite
This character's laning is terrible, if he ever walks up to Q you or your ADC it's a free counter engage, and he has a lot of base Armor and MR to steal. Later on he's just an ult bot so play around vision and you can easily win.
Pantheon
Engaging onto him is often difficult because his turn onto you can be quite lethal, but if you play to peel Pantheon can't do much and you start to outscale him very quickly. Make sure to let your team know when he can roam though because his R is a good tool early.
Poppy
She only answers you if you play to engage, Rell wins if you play to peel. Even in lane you can still find winning fights through your unmounted W, so look for those opportunities.
Rakan
Rell can cancel Rakan's W and E with both forms of Rell's W, as well as her E and R if timed correctly. Her Q breaks his shield as well, but his ult can make him slippery, and he can also cancel Rell's engages in lane so be considerate of his cooldowns.
Sett
Sett support isn't very strong anymore, your Q breaks his W shield and he can't very well walk into your team if you're peeling. If you're playing to engage you also can find a lot of good opportunities if you have F+RE, but be aware that his E and R cancel your mounted W and he can send you back into your team if you just run at him.
Trundle
Trundle doesn't really do anything, as a support he's a disengage champ and his pillar can cancel your mounted W, but outside of that you're just far more useful. Make sure you don't run Aftershock into him though because his R will steal your resistances, so it's a waste.
Vel'Koz
Vel'koz is like a less effective Xerath while being more difficult. That being said he will more often than not be offscreen and he does scale well, but he doesn't roam as well as your and your teamfighting potential gives you more agency than he will have.
Yuumi
Yuumi is actually a very Rell-favoured matchup, you threaten her very well if she is ever not attached to someone, and unlike many enchantresses she doesn't have any disengage outside of an ultimate ability. If you can get your ADC to freeze, the ADC with Yuumi will be averaging 1csm. She does scale well still, but she doesn't have much in the way of getting there against you.
Shaco
This character is more annoying than strong. He has no way of playing to push, so just play around wave prio and pushing while using your sweeper and you will outscale him quickly. Be respectful and it's a free matchup.
Singed
Cheese pick and nothing beyond that, either build works. Be careful if you're playing engage to not leave your ADC in a dangerous spot, and if you play peel Singed can't walk into your team at all for teamfights.
Draven
Draven players ball hard and they ball hard early.
Kai'Sa
You have a lot of damage and versatility that enable Kai'Sa in ways few other champions can do.
Miss Fortune
You have a lot of lockdown whether it's peel or engage for a Miss Fortune player to play the game the way they want.
Twitch
Twitch can help you land invisible E stuns into big engages and tons of damage (especially with Zeke's) and you also make a lot of space for him if you would rather play defensively.

Ashe's passive slow mitigates your early slowness, she also becomes relevant fairly quickly, spiking at level 6 and 2 items while being very safe due to her range and free vision on E. Her damage isn't quite the greatest though and there are several lanes you can't face in a 2v2, but you scale very well defensively.

Jinx is still overtuned, and any character than can make space for her makes her a strong ADC.
Kalista
No longer a common pick but still strong in certain lanes, you provide her with a lot of space to kite out enemy characters and stack her passive for big damage, as well as amazing engage options post 6.

Rell isn't a particularly strong or good character, but she's very fun so if you enjoy her playstyle don't let statistics dissuade you from picking her up; Rell is absolutely viable and more importantly than anything else she can be FUN.
