Sejuani Passive Ability
Introduction
I will be updating this guide soon for season 3. Please be patient with the masteries and such until I have time to update them.
Sejuani is a great disrupter and an essential component to team fights. I prefer her as an AP tank, seeing how all her skills scale off of AP, and that she needs to be in the middle of the fight to do damage. With her high damage output and inescapable permafrost, you will be able to completely lock down all opponents you stand up against.
Note: AP in the stats are off. Total AP amounts to around 415.
Runes
As any mage would be built, I go for magic pen marks. Sejuani is more of a late game champion, so I take AP per level quints. This is to help sej scale even better late game. For seals, however, I go for flat health. Sejuani's base health is actually very low for a tank, so the extra health is welcome. I also take MR per level glyphs to improve her resists.
For items, I start with a dorans shield, an item I think all tanks should begin with.

Afterwards, I take boots of speed and a catalyst and leave it until later.

Then I finish my merc treads for the magic resist and tenacity, helping me to continue running around ccing ppl without getting locked down myself. However, if the opponents dont have and strong magic damage, sorc boots would also be fine.

My next stop back, I get a kindlegem, or if I have enough, I buy also get a blasting wand. You could also take a philo stone instead of the kindlegem, if you wanted the GP10.
I then complete the catalyst and wand into a rod of ages. This helps me manage my mana pool, increase my survivability, and increase my damage.
After the ROA, I finish my shurelyas. This gives me more health and mana, as well as the active speed boost and passive cdr. The active is very useful for engaging and escaping, so dont forget the use it.
I take a giants belt for more survivability.
Then I finish the rylai's. If you can see the pattern, the health and AP are both beneficial. The extra slow I get from it is a bonus as well. After activating Permafrost, your target will no longer have any hope of escape.
I then build a frozen heart. (If you need the armor, you can buy it earlier than now.) The 99 armor helps you be even tankier and the passive attack speed slow helps you become an even stronger cc machine. The cdr from the heart will bring you to a total of 40% cdr, allowing you to constantly put out your permafrost and continue to cc the entire enemy team.

Finally I sell my dorans shield and take a deathcap. As a necessary mage item, I dont feel the need to explain any further. If you find that you need more magic resist than damage, an abyssal scepter now would be good too.
With these items, you can effectively increase sej's burst damage and her survivability, and lower her cooldowns enough for you to spam a skill every 6 seconds.
At level 1 I take a point in E which is your largest source of burst damage besides your ult. It deals large amounts of damage to all targets affected with your frost, and increases the slow.
At lvl 2, I put a point in her Q. Her Q-E combo is a quick way to close the gap to a target, deal massive amounts of damage, and slow them for your allies to clean them up.
At lvl 3, take a point in W which is your main source of sustained damage. This skill also scales off your maximum health (hence all of the health items I build).

I then focus on my E until it is maxed, moving on to my W, and then maxing Q last. Take your R whenever possible.
I take exhaust and flash as summoner spells.
Being a giant, moving, ccing monster, I take exhaust to add even more slows to my arsenal.
Flash is just a good summoner spell. No need to explain any further.
Other good summoner spells include ignite, ghost, teleport, heal, or smite (if you're jungling).
Sejuani isnt a very strong jungler (there are many champions with a fast clear time), and mid lane in not the right place to put sejuani. This leaves top and bot. As a solo top, just focus on last hitting, because none of your skills will really help you farm until your E is at lvl 5. Then, the most effective way to farm is to dash through a minion wave, tagging all of them with frost, then activating your W and then E. If you do this right, you should be able to pick up every minion kill with this combo, allowing you to push quickly and help gank other lanes. If you want to play support at bottom, this is not the guide for you, however, support sejuani is very effective: you cant heal your carry, but you can set up very easy kills for them. If the enemy carry gets too close, a quick ult can give your carry time to close in, while you slow them with your E.
3v3:
Sejuani is a very strong pick in 3v3s. Going bottom with a high damage champion creates a perfect kill lane. With you there, dashing in and slowing the enemy, your lane partner can go to work, doing damage and getting kills.
