As far as the masteries goes, they are pretty basic build for an AP.

I can't see any other viable spells to use instead, maybe

The priority of the use of your skill depent on the situation. Ill give you some examples.
Pre-6
Crescent Strike is a great harrasment tool and hits like a truck. Because it hits in a curve u can use it to last hit mobs and get a hit on a champion. Hard to avoid when you are in a brush.
When reaching lv6 u can easely harass with
Crescent Strike ->
Pale Cascade->
Lunar Rush. This is a great combo to deal a decent amount of damage, push them back. If your with a
Taric or
Ashe u can use
Moonfall to let them CC them and get that kill.
If enemy's
Flash away while u wanna engage your combo the situation and skill prio gets different. You should
Lunar Rush them and
Moonfall right after, this will get them near u so u can deal an extra amount of damage or get that kill secured, heres the rotation.
Crescent Strike->
Pale Cascade->
Lunar Rush-> enemy uses
Flash ->
Lunar Rush->
Moonfall You can see
Lunar Rush gets used twice in this rotation, this is due the reset on
Lunar Rush if used on targets afflicted by moonlight. This is done if your
Crescent Strike hits.

If enemy's

-You can use
Crescent Strike to check brushes as it gives sight over enemies being hit by it.
-You can use
Crescent Strike over a wall and
Lunar Rush on the enemy champion to catch up or to get fast to your Blue & Red buff.
-If you use
Lunar Rush smart with
Crescent Strike it enables you to use your ulti 3 times with 5-6seconds.

Starting Items
x3
I start with these as it enables me to have a great starting movement speed to harass easely and get away before they reach me. Also the potions gives me longer lane sustain. Fighting vs a
Vayne,
Ezreal,
Caitlyn,
Heimerdinger or any pusher/harasser will always make u lose health due there skills that have a high chance of hitting you.
Early Game
Build these as soon as u have the funds for it, i recommend getting
Giant's Belt before completing your boots into
Mercury's Treads. This gives you that tanky feeling and the enemy WILL be afraid to face you due your high amount of health. Build
Mercury's Treads right after and go for
Rylai's Crystal Scepter when completing your boots, this gives you a high amount of health and its slow effect is really nice to have.
Mid Game
These are your core items,
Rabadon's Deathcap will give you a high amount of ability power but also increases your TOTAL ability power by 30%, plus an additional 5% of your
Archmage
mastery. Then
Lich Bane will be become one of your main damage tools as it will proc every 2seconds when u use an ability, it will hit for 100% of your ability power on your next basic attack. You will love this item when u experience its power.
End game
If the game persists this long then
Nashor's Tooth will give you alot of attack speed to help to proc your passive
Moonsilver Blade and will give you a fair amount of ability power aswell. The CD reduction will also provide to you use
Lunar Rush and
Moonfall even faster. Only imagine that every 2 second your
Lich Bane will deal insane of damage and every 3rd strike your
Moonsilver Blade will proc and deal another insane amount of damage. Alot of ppl recommend
Frozen Heart or
Banshee's Veil as last item but in my opinion i rather use
Zhonya's Hourglass. This will give you a high amount of ability power, 50 additional armor to get more tanky and an effect which can safe your life in teamfights. I recommend this item only if the enemy team has alot of melee champions. If there is a
LeBlanc,
Annie,
Brand,
Xerath or any other caster that is doing well i recommend getting
Banshee's Veil over
Zhonya's Hourglass
