With the recent buff (9.15) of Xerath, his ult is actually broken. Also his whole kit has more range than Talon's Q so it's really hard to get your combo off. I despise this champion and everyone who plays him.
His early game tankiness and the healing from his W makes it really hard to get an early game kill. If you can't kill him before 6 I would suggest looking for a roam.
God help you if you are for some reason laning against this broken ass champion
Pretty even matchup. I'd say this is the most fun lane to play. Tip: Don't ult him until he ults first or if he doesn't have ult. The invis from ult (and nimbus cloak hehe) will help you dodge his skill shots.
This is a little bit more on the tough side. But if you got moves and can dodge his skill shots he should be an easy kill.
This is an easy matchup. One of the few champions you can kill at level 2.
I've never loss a lane against Twisted Fate in my life.
Try not to use your W until his jump is on cooldown.
This lane can be either really easy or really hard, depending on how well you can dodge her charm.
Her stuns can stop talon from killing her early game, but if it's on cooldown it shouldnt be too difficult.
Easy matchup but his ult is so bullshit. Ult+combo and pray for the best.

W>Q>R>AA>Ignite Optimal Talon combo
Here are some other combos that could help:
Q>R>W>AA>Ignite This one will help you gap-clear medium range enemies. This isn't ideal since you're not guaranteed to proc your passive.
R>Q>W>AA>Ignite NEVER use this unless you know you can kill the enemy but they are getting away.
Note: I've seen a LOT of new Talon players ult so early and run towards an enemy that isn't even running away so they can Q them. I would strongly advise against this because it makes your ult useless and just gives you mobility that you don't need.
-W your laner as soon as the game starts to test how well they dodge it. This can give you some information on how good they are.
-I used to run stormrazor on talon instead of duskblade before it got reworked. It was pretty strong but I haven't tried it since then.
-If you know you can kill your laner after using this combo, you can W>Flash>Q and kill the **** outta your laner. It's hard to pull off but its very effective.
-This is VERY hard to pull off but I've done it a few times: If your laner is low enough and they dodge your second W by side-stepping, there's a small chance you can flash so that your W hits them on the way back so you can proc your passive and kill them. This also works for other directions and it takes practice.
