Introduction
So here I am, offering up whatever I've learned over the course of the few weeks he's been out. If there's any constructive criticism you'd like to offer please leave a comment. I'm looking forward to reading your thoughts on Viktor.
Pros
- Great harass with
Hextech Ray.
Hextech Ray gives vision in bushes or behind walls.
Gravity Field can shut down multiple champions and allow easy escape from ganks.
- Can control the flow of a fight with
Gravity Field and
Arcane Storm by pushing other champions out of position.
- Isn't as squishy as most AP carries.
- Farms amazingly well after purchasing Augment: Death
Cons
- Easy kill for anyone with a gap closer.
- High mana cost early game.
- Will be focused.

Greater Mark of Insight
Magic Penetration allows you to bypass some (or all if you stack enough of it) of your enemies magic resistance. All champions have natural magic resist and this is meant to help counter that.

Greater Seal of Clarity

Greater Glyph of Force
These delightful glyphs give you better bite late game, which squishies will hate you for. When you're knocking out 1/3 of their health with a

Greater Quintessence of Potency
15 Ability power early game? yes please. This is going to make your early game harass even more powerful. Watch then try to farm, and make them pay.
Main Item build:

Chosen Augment: Death
This is the build I use almost all of the time. It gives me enough health to take a few on the chin and live as well as give me enough AP to be a substantial threat to the other team.

Pure Damage build:

Chosen Augment: Death
This build is great for ripping your opponent's to pieces, but don't expect to live long if they decide to focus you, and getting in close enough to use

I use this skill sequence almost all of the time, and it works exceptionally well. Make sure you've got one point in

The only reason I would change this skill order is if there were champions with ghost/increased movement speed on the other team. Then to keep from getting collapsed on I would max

Preferred Summoner Spells

Teleport and Clarity
Teleport
Teleport is becoming increasingly popular among LoL players and why wouldn't it be? Teleport lets you maintain presence in your lane and quickly assist teammates in their lanes or set up sneaky ganks by teleporting to a ward in the bushes. There are so many uses for teleport I couldn't imagine NOT having it.
Clarity
Clarity is essential for early game mana sustain. This allows you to be aggressive with your spells and keep your opponent away from your turret. Late game you'll be using this more to help your team than to top yourself off as your mana regen is going to be good enough to sustain pretty consistent spell spamming without worrying if you'll have mana to hold the lane.
Other possible choices:

Flash
A lot of people still use flash, it's a great escape but not necessary if you're using

Ignite
Not a spell I choose often for

Now here is the reason I love playing
Viktor over most other champions. He can make, or break a team fight with his
Gravity Field. I have looked through the LoL forums and other places online and most of what I see are people complaining about how useless it is. With this build you should be able to get in close enough to drop
Gravity Field in the middle of the fight which can shut down multiple champions easily. Dropping
Gravity Field just before you
Arcane Storm will ensure none of them will flash out before becoming stunned and eating most of the damage
Arcane Storm puts out while being lazered by
Hextech Ray and the rest of your team cleans up.
Viktor is great at controlling the flow of a fight. You can force champions out with chaos storm, and prevent champions from assisting teammates with
Gravity Field. If you think gavity field is useless you may want to rethink how you use it.

In conclusion!
Viktor is definitely one of the more fun champions and I recommend him to anyone who enjoys playing an AP carry with some great utility. He's got great harass with
Hextech Ray, good survivability with
Gravity Field and
Power Transfer and the ability to control the flow of a fight.
