The nice thing about flash is: When you go solo top you constantly try to poke your enemy. Keep draining some hp, when they get low, they will back off. With flash you can just flash to them, land your silence and spin-2-win!

First off, if you want people to look at this guide seriously, you should probably code it. Check out Jhoijhoi's guide on making guides, it'll help make your guide more than just text.

About your actual choices, I'd substitute Infinity Edge over Bloodthirster. IE gives you a ton of damage, and more crits, which Judgment uses. It doesn't use lifesteal, and Garen has low attack speed, making lifesteal a poor option on him.

I like your runes, masteries, and other items, although I wouldn't get Flash on him. He doesn't need flash to keep him out of range of a deadly stun, because he's Garen. You can remove slows, take a TON of dmg, (especially with atmogs and Frozen Mallet), so you have better options. I'd go with Teleport for map control, or Ghost; both of these will get you into the fight when you might not otherwise be able to do anything.

It's a good start; I'll check back on it and see if you can improve it some.
