His grabs and knock ups, as well as him being a tank, makes it really hard to even consider going up against him. His CC will leave you easy pickings so be careful! Just stand behind Minions and you should be ok!
I've been playing her since season 7 and have climbed my way from Bronze 4 playing over 200 games of nothing but Soraka (I'm not Mastery 7 for nothing)
A good Soraka can keep her team alive and moving during the most critical of moments and really shift the balance in the game. You're an ambulance who can turn what's essentially a 2 v 1 into a 2 v every1. Refuse to allow your ADC to die and you'll be unstoppable in the bot lane.
Resolve is all about crowd control (CC) and Soraka has a lot of soft CC as well as one hard CC. It makes sense to focus the runes that revolve around this.
I suggest taking Font of Life for, when you land your Q, a small leaf will appear over the affected's head. This leaf tells your allies "Hit me and you'll heal!".
This saves your from having to spend your life and mana healing them when just hitting the target gives them some back (thought it is a small amount. Everything helps though!)
I also suggest taking revitalize as your heals and shields are more affective (a mini windspeakers?) and, given Soraka is healing central, it makes sense to grab this one.
Your priority for upping should be R > W > Q > E-- I recommend focusing your E last as silences are only so useful and, if you can't root anyone, it's essentially a useless ability. You probably won't be using it much after laning phase.
It should also be noted that, once you have your ult, you job will become harder. Her ult is map wide on meaning it can affect all your teammates no matter where they are.
So why does it make your job more difficult?
Because besides watching the map and your ADC, you now have to watch everyone's health so see if you can be the crucial decider between winning and losing a fight. You may have to prioritize (That top laner who is 0/3/0 who won't play passive vs your mid laner who is 4/1/0 who knows when to engage) but don't feel bad if they ping you. Just prove your decision was right.
Understanding her mechanics is easy, but actually keeping your team alive, understand the importance of warding, and how much you need to watch the map makes being in the support role hard.
Overall, however, it'll be easy to come into your own and once you're being the best support you can you'll find the enemy team wishing they'd banned Soraka or, just maybe, had you on their team.
Outshine their support and bring your team to victory!
