I feel these two spells work best for Xin Zhao at the current meta of support tanky jungler.
Some people might argue for Exhaust but I think it is not efficient for teamfight and late game since Exhaust only good for early game's ganks. For late game, you need Flash to reposition yourself for your Ultimate as well as to escape sticky situations while ganking and counter-jungling.

You need attack speed red for your Three Talon Strike 's third procs.
Armor and MR are obvious choices for your role as a tanky initiator.
Movement speed is a must for quickly moving around throughout the game.

I prefer the Sorcery to the Fury in the Offense Tree. It greatly reduces the CD of your Audacious Charge which is a big game change in some situations.
You will do tons of damage and utility so it is necessary to take Defensive mastery points as you will be initiating in team fights.

Priority: Crescent Sweep- Three Talon Strike- Audacious Charge- Battle Cry

Max Three Talon Strike first for damage increases and knock-ups.
Either Battle Cry or Audacious Charge can be added next.

Audacious Charge for some clearing AOE damage and slows (higher mana cost)

Battle Cry for extra healing and attack speed buff.
