Cassiopeia Passive Ability

Early Game

Farm with Twin Fang as last hit (because you get your mana back)
Destroy cannon minions by first using Noxious Blast, followed up by Twin Fang
Take care of your high mana consumption
When getting ganked slow and/or zone the enemy with Miasma
If the enemy champion is standing next to one of his minions you can hit both with Noxious Blast

Mid Game

You can instantly kill ranged minions by first using Noxious Blast, followed up by Twin Fang
After you got Tear of the Goddess you can play more aggresively because your mana pool is much higher
When getting ganked slow and/or zone the enemy with Miasma
Don't go nearer to any enemy champion than the maximum range of Twin Fang (all other spells have about the same range)
Use Noxious Blast (because it makes you faster) and Miasma (because it slows the enemy) to (dis)engage
You can use Petrifying Gaze offensively and defensively

Late Game

Stay with your teammates because you will instantly be killed when caught alone
Target anyone, not only the squishies, because you deal sustained damage
Use Miasma to zone (especially when taking turrets (but beware that you get tower aggro if an enemy steps into the venom)
Use Petrifying Gaze on diving enemy champions
