For electrocute : Q>R>E, Q>E>R, Q>W>R, R>Q>W
For Phase Rush: R>Q>E, R>W>E, Q>R>E, Q>W>R
Q evolve is great for dueling and significantly increases your clear speed.
W evolve is great for picking people off and ganking (Never evolve W at level 6).
E evolve is great for teamfights.
