Ahri should be not a hard matchup as her damage totally relies on her hitting her charm. If chad you sidestep the charm otherwise you can just pool it aswell. Not a big threat to you (watch out for her roams and warn your teammates).
Ezreal
Why are you facing Ezreal in the midlane anyway? You can just sustain through his damage, he won't be able to kill you at all.
Annie
Annie can be kind of hard concerning her all in with Tibbers and her strong poke, you will be able to outscale her hard though. Pool her stun if possible. After level 6 you can look to kill her. Try to abuse your empowered Q on her as she is immobile.
Brand
Brand is like Ahri, a lot of skillshots, don't forget to pool his stun, after that you should be gucci. Look to all in him after 6 since he is immobile. If confident push him under turret, poke him when he goes for CS and when half HP, engage on him under tower.
Zed
Early game Zed won't be able to kill you even if he hits his full combo, after level 6 dodge his triple shuriken with your pool. If you want to become invincible buy Seeker's Armguard. Like Ahri watch out for his roams, to deny him that push in the wave into his turret or freeze the lane in front of yours so he loses a lot of gold and exp for his roams
Lux
Lux's poke can be annoying with her E but it is not enough to push you out of lane, just make sure you don't get hit by her empowered auto attack. You should pool her binding but even if the binding connects you can still pool her ult while being binded. Very easy to deal with and the Lux will probably look to just push the wave into your tower and roam. Remember that Lux if very easily one-shotable after sorc shoes and codex.
Twisted Fate
Twisted Fate won't be able to kill you through your sustain and good TF players won't try to do that anyway, they will push in the wave and look to support their team on the map. Try to counter push and pool his stun card when you all in him or are getting ganked. All in all he is no real threat in lane to you.
Lulu
****ing gold funnelers.
Corki
Corki's poke is strong and he is able to push you in while being moderately safe, when he goes for poke you should try to Q him, this will allow you to fast combo him later on before he can react with his W. Otherwise you will be able to outscale him by farming like most matchups as Vlad.
Taliyah
Who the **** plays Taliyah mid anymore? She will try to push you in and roam... you will outscale her warn your team. Freeze the wave at your tower so she loses a lot for her roams. Pool her W as her W into E combo deals a **** ton of damage and might kill you before your ult healing goes through.
Diana
Diana before level 6 is not much of a threat but already really tanky because of her shield, try to heavily abuse her early game and zone her off CS if possible as you are ranged and she is melee. At level 6 or level 9 (after first back) she will have kill pressure of you, she will be able to win the short trades and the disengage while her shield is up blocking your damage. Her mid game burst on single targets is stronger than yours but you will outscale her starting at level 11.
Aurelion Sol
A good Aurelion Sol can actually be a threat in lane as you are immobile and cannot dodge his stars/ult well. Try to pool his stun or ult if necessary. Always be very aggressive on the enemy minions as Sol players will try to kill your wave as fast as possible with their W and roam with their E. Try to push him under his tower once you have AP, poke him and dive him.
Ryze
Ryze can be a real pain in the *** after his first back. He will perma push you in and poke the living daylight out of you even under tower. You will not be to outsutain his E+Q damage, so try to not stand close to your minions. His E will not spread on you and he won't get a free E+Q on you. He will need to decide between pushing in the wave and poking you. Try to ask for ganks when pushed in. Respect Ryze at all stages of the game as even in late game he has the ability to kill you, you do not totally outscale him like most other champs. Always be aware of his Seraph's Embrace shield. That shield alone can block your entire ult damage as Ryze stacks a lot of mana. In late game teamfights you are still better though, so try to survive laning phase. Early kills against him without outside help will be rare, unless he is bad.
Kassadin
Kassadin is the most well known counter to Vlad probably. Before level 6 he is not a big threat but he hard outscales you in 1v1s after that. Try to end the game before he gets level 16 to avoid total annihilation. The only thing you can do to outplay him later in is to predict is ult and pool it accordingly, even then if not ahead you can easily die to his burst. The only advantage you have against him is in teamfights, but watch out that you don't let him split too long uncontested. The best bet you have on shutting him down is to push him in early and kill him under his tower by repeatedly poking him until he is in kill range with ignite, freezing does not really work as he can farm well with Q and is really safe from jungle ganks thanks to his ult.
Malzahar
**** this guy. Malzahar himself is not the biggest threat to Vladimir, but his passive denies you an all in most of the times while his ult further cucks you in teamfights even if you go for different targets. The only counter play is to build QSS or wait his ult out, otherwise the enemy team will probably focus you while you are suppressed and you will die before you can Zhonya's or pool.
Veigar
Veigar has no kill pressure early game on you, try to stand behind your minions and poke him when he goes to last hit. Stand behind your minions so he does not stack off you. You are able to pool under his cage and kill him once you have level 6. Push him under tower so he will have difficulty last hitting. Later on in the game use your pool to dodge his ult, or use Zhonya's to do the same.
Cho'Gath
Cho'Gath can be surprisingly strong with a lot of AP, he has actually more oneshot potential than you have. If you get hit by his Q he is able to flash W+E+R Ignite and you are dead before you can go into pool, or do anything in fact. Try to pool his Q and buy Liandry's as he will have a lot of health later on. Be sure to be wary of his Q at any part of the game, if he Ws first you need to sidestep it. Otherwise you will outscale him and be more useful in teamfights. Cho'Gath will mostly rely on cheese killing your team and you so respect him and his damage so that won't happen too often.
Ekko
Try to bait out Ekko Q level 1 on yourself so it does not hit the wave and push it. Ekko is very abusable in lane as he is melee. When you Q him he probably wants to E onto you, you can try to pool that but be sure to pool his 3rd stack as it is very most of his burst damage lies. With ignite and ult you can look for a kill even if he has ult available. Most of the time you are just gonna be able to win this matchup because of the ranged vs melee advantage.
Yasuo
Yasuo could also be placed in minor or major threat level, it really depends on how the lane goes. Whoever gets an early lead in this lane will destroy his opponent. Watch out that Yasuo does not just auto you to death level 2. You can Q and Ult through Yasuo windwall but your E gets blocked, so try to use it while you pool under him to guarantee it hits. If defensive try to dodge or if cornered pool his tornado to deny him the free knockup and ult.
Tristana
Tristana mid with PTA and Ignite is one of the hardest midlaners you will face early to mid game. Her burst is quite insane, I would recommend to retreat most of the times when she jumps on you as she will probably win. Do that by proccing Phase Rush fast, for example auto+tap E into W to your tower. You can also W her ult but it will not go on a long CD. You beat Tristana at level 11 but before that do not expect to kill her.
Aphelios
From what I have seen so far he does not do much damage early game, later you will outscale him. Pool his ult.
Yuumi
This cat on Vlad in the mid-late game is so busted. You can 1v5 if they do not posses any Grievous Wounds. If you have a Yuumi try to further support her healing by buying Spirit Visage. It will make you into a literal god. Not to mention that a Yuumi on top of you gives you bonus AP and because of your passive bonus HP aswell.

Pyke can clean up with his ult after yours pops.
