As of right now (8.11), Xin smacks almost everyone in the game as long as you play correctly. He is great a taking scuttle crabs, and taking q second makes scuttle die in just a couple of hits. He's a pretty simple champion, and you only need good game knowledge to climb quickly. Reddit summoner school (https://www.reddit.com/r/summonerschool/) has great resources for getting better at the game in general. However, Xin is about to take a pretty big nerf with the changes to Sterak's Gage, and he will be losing out on a lot of damage. However, check back once patch 8.12 drops, for new theory crafted builds with Spear of Shojin and Atma's reckoning.

For a little while now, Korean Xin Zhao players have been spamming this build in high challenger. In fact, the #2 player on the Korean Challenger ladder yizhiyu has been grinding this exact build. I don't know why this hasn't caught on in North America yet, but hopefully this guide will ensure it does. This is my first ever guide so hopefully you guys like it.
