Feedback is something I am really reaching out for. Keep in mind everything here is not set in stone, I will change things to as I feel and keep it in the Logs section of the guide.
Also keep in mind, this is my first guide, so don't bash me if I did it wrong, I can always change it. :)
-Love Leon.

This is my guide to LeBlanc, the Deciever.
I play LeBlanc as a powerfull burster with remarkable power, eligible of wiping their carry out with three abilities.
Here I will be focusing on my first build.
My second build is just a build. It comes with no item set currently, as I have not found a largely effective build for that. I am trying to include Mejais, but I don't like Snowball items, as they are almost always unrelieable. See Items. It is listed there for those who want to you use it. Details added.
1. Best burster in the game. (To me)
2. Most mobile juker in the game.
3. Able to preform 3 Gap Fillers(Flashes)
4. Able to manipulate the enemy burster, carry.
5. Solo Lanes very well(non ranked play)
Cons
1. Squishy, and can be focused down very fast.
2. Prone to silient CC(Silience/Blind)
3. Easily works around Soft CC (Snares) but is dominated by hard CC(Supress/stun)
Now that's only a touch of Pros/Cons.
Only use abilities to last hit when you CANNOT last hit them with auto attack.(Ex. Figthing Caitlin in a lane.)
Try to last hit as much as you can, as farming is the top thing you need to do. Gold is very important for early game. I do not suggest being agressive untill you reach level 6.
As well, don't be overly agressive. You want to focus on harassment without killing yourself.
LeBlanc's Spells
Sigil of Silence
This item is pretty easy to get down. It's your main nuke, and it allows powerfull burst and a strong silience to take down that annoying

This is your secondary nuke. It is also your mega get away. It also is your mega-juker. This spell makes the best Gap Filler in the game. You are able to use it twice in a row, and you can use it for a teleport back to where you are. There are endless possibilities with escapes and jukes this way. Use it to your advantage. With my first build, you can use summoner flash as well. Allowing you to triple flash, triple wall jump, or triple juke.
As I said. ENDLESS.

Simple. I'ts kind of a "meh" spell when it comes to damage. However it's CC is undeniably amzing, and something to really look into. However it is a skill shot, and it hits minions. So, enemy champions are easily safegaurded by minions for this spell.

This spell is game changing for you. Double an ability for 10/25/40% more damage.

Needed on every caster. Even some tanks like Galio. Without magic penetration you might as well play a tanky LeBlanc just to fool your enemies and troll your team.
Greater Seal of Replenishment
I take this rune because I feel LeBlanc needs alot of Mana Regen early game, and really none late game. So I take FLAT Mana Regen runes. However if flat is not your choice, you can go for per level ones. If you dont like any of this, you can go for Flat or Per Level Magic Resist, as you are prone to take alot more damage from a range than a melee. (Watch out for physical ranged)

Ability power per level. Flat is just too small and too useless early game. Per Level is a must, as it adds alot more then flat can, where it is needed. Allowing a level up to power you as well as items.

I only take two of these, they add a fair bit(almost 10) amount of ability power, that help quite a bit and grow in power as you can Rabadons.

I only take one of these, what is the ability power worth if you don't have another chunk of magic penetration?
Don't like Meki Pendant? You can always try these choices too!

You really can't go wrong with Dorans in my opinion. When doing poor early game, it's even wise to buy 2-3 of these.

If you prefer stronger damage early game, you can take this. Builds into Morello's Evil Tome as well!

Boots, common, with more health pots. Can't go wrong here either. It's all preference.
CORE ITEMS!

I like this item for multiple reasons, one reason is how fantastic CDR is for LeBlanc, another reason is the mana regen. However the ability power just torrents with it. Adding more power to your burst.

More magic penetration, yes I know there is alot of it in this build. But will all this magic penetration, you make every magic resist item but Banshee's Veil a complete waste.

Any LeBlanc build without this is leading you astray. You cannot go wrong with a powerfull boost of Ability Power.

Ability Power, and Magic Penetration. PERFECT! :D
OPTIONAL ITEM!

This item to me is nice, it adds some durability with health, while maintaining ability power and a powerfull slow for chasing down someone for a second set of burst(if the first one didnt already kill them that is).

This item is still good. I mean, your an assassin, your going to be getting kills. However snowball is not my style, but it might be yours so, go ahead and give it a try. You can replace Morello's Evil Tome with this if you don't like it.

Here is a list of defensive items that might be good for certain teams.
