So lets get into this ;)
So far, the runes pack is most focused in armor and attack, as a tank champ, Voli doesn't require much AD item to become really strong, so based on that, armor runes combined with The Relentless Storm ability work just great together, attack speed runes with
Frenzy
make you almost a machine gun, scaling magic resist runes gives you that extra power to initiate any battle

Hard topic I got to say, for my perspective there is no definitive guide on this because it depends on what you want to do with your Voli, so far, this item build works perfect against any champ and any line, usually I got problems with champs like Singed, Dr. Mundo, or Sion, I mean, fighting alone, due to this guys to be very strong tanks, but in team fights, even against those champ, usually you can beat them with no much trouble.
So, Boots and 3 Health Potion as a standard champ build
Then, Warmog's Armor, 1000 health and 1% health regen every 5 seconds, pretty good to start, it gives you a lot of chance against long range or solo top, and Phage boosting 200 health and slowing down your enemy can be combine with Thundering Smash so no one escapes from you
I usually at mid game is when upgrade the Boots for Mercury's Treads, then we got also Giant's Belt to increase health, and finally, here, the master piece, Atma's Impaler that gives you Attack damage equal to 1.5% of your max health, at this point once you get this item, nobody can stop you.
Then at late game change the Phage for Frozen Mallet to reinforce you health and attack damage, taking in consideration that also, you slow down enemies 40%, from here you can work on items to cooldown the abilities like Frozen Heart that is a 20% cooldown reduction plus 400 mana, and Locket of the Iron Solari which gives 10% cooldown and 450 health.
After this, enjoy people running away from you.

Ok, the way to use the abilities depends on the situation, my standard combo is start with Thundering Smash(more than obvious i guess) to catch the enemy, while you are running start the Stormbringer so that when you catch him/her you can continue attacking with the bonus (Important note: When you activate Stormbringer, Volibear stops running, make sure you keep clicking to keep running), Sky Splitter to slow them down, a little bit of regular attack and
Frenzy
to wipe them out, if they survive, your Thundering Smash should be ready to be use again and take them back, so it will be like this
Thundering Smash - Stormbringer -Some melee - Sky Splitter - Frenzy -More melee - Thundering Smash.
Now, another tip is to use Thundering Smash along with Sky Splitter, here is the deal, start running with Thundering Smash, the other champion run away from you, so use Sky Splitter while you are running to slow it down, Sky Splitter area effect is very large, so it gives you a chance to catch and fight, also Sky Splitter can be replace with exahust to have a chance
Here a situation where you can take advantage above long range characters, usually long range champs like Ashe for example, are really weak against physical attack, so if you use a combo like Thundering Smash - Melee- Sky Splitter - Melee - Frenzy , you weak them enough but didn't kill them, here is the trick, they usually use flash to escape, and most of the time, try to use their own minions to block you way, so easy, use Stormbringer and move forward attacking minions, the bouncing thunder will reach the champ and if is with low health, well, you can count another kill to your score.

- Play safe: never rush or fight under a turret, pretty basic but true, most gamers feel that when they got strong enough with Volibear, they can run against any champ even if the are next to the turret, that's a big mistake, Voli can resist a lot but better not to risk and give a frre kill to the other team.
- Intimidate the others: As a tank, and initiator, Volibear is a champ that is very feared, so use this reputation on key moments for your advantage, for example, when your team is retreating and there is a weak champ behind you, most of the time the enemy team will try to chase him, so, use Thundering Smash to go back a little bit, as nobody know when The Relentless Storm will trigger on you, the will stop chasing the weak champ and will prefer to go back to base to heal themselves.
- Brave against turrets: Tank equal to resistance, nothing stands more against a turret than a tank champ, if you have a chance, and you won a team fight, leave your team to the turret using a marker, and tank them to make sure the turret got destroyed.
- Work with teammates: As a tank initiator, there is a lot of team work to do, not only to win the game, also to save yourself every time you get into a team fight, honestly, with this build you will be the strong one of your team, and most probably they will specting for you to guide them into team fight, so take a chance, remember, this is an aggressive Volibear build, so make sure it counts
