Good vel'koz is extremely dangerous for swain. After he reaches lvl 6 he can one shot you til the end of the game. His true dmg counters your tank build and he has lots slows and kitting. Only champion with stronger lvl 6 spike then you in bot-lane.

Consistancy and flexibility - going glacial and building tank makes you synergies very well with almost all adc's. You are like a hybrid of engage (nautilus) and mage (syndra). You can engage and you are tanky, but you are also ranged so you don't have to over-commit. If fight is not looking too good. You can use your CC just as a peeling tool.
Why Inspiration tree is amazing for swain supp
INSPIRATION
Glacial alows so much flexibility as You can disengage and peel but also play agro. Whatever you adc wants you to do you probably can do that. You can snowball with cait,draven. As well as play slow and safe in early and fontline for twtich, jinx, aphelios in teamfights later on.
Free boots are amazing becouse you get them around the time you buy rylai and you dont have to recall for them, it accelerates your spike and amplifies it. Just recall for rylai and you get boots soon
Cookies are perfect because they allow you to survive tought matchups but they also you help you with mana. It's not rare that you get your R (you want to fight then) but you are low on mana. Using cookie can get you enough mana to initiate winning fight without having to recall.
Approach Velocity - After rylai you slow people almost all the time in fights, so the value is insane. It makes you spike even harder with rylai.
