Introduction
Thresh is a sadistic, spectral reaper who relishes tormenting the living and the dead. Once a jailer who mercilessly brutalized all under his charge, Thresh was hanged from his own chains by the prisoners he had tortured. With his vicious essence unbound, the Chain Warden roams Runeterra in search of prey. He derives twisted joy from slowly breaking the minds of his most defiant victims, before trapping their souls within the sickly green light of his lantern.
For Thresh's runes, I like to keep it simple. Since you won't be building too much tank excluding the Guardians Angel, it is important that you start out with the Armor and Magic Resist from the runes. Those going alongside Thresh's passive will make you stronger than your opponents realize. For the Marks, I like to add in the Attack Speed for extra early game bullying, since Thresh can no doubt deal damage, but his attack speed is a merely 0.63 without it. I also add the Critical Strike in their for that lucky hit to allow you to take advantage of your lane early.
There is a specific reason I max my Flay (E) first in regards to Thresh in lane. The Flay not only offers just a tad less damage dealt from the move itself, but allows slows the enemy affected by it. If you have a maxed Flay and a lvl 1 Q, this will allow you to pull your opponent back to you, deal damage with your pull, Flay them back and do more damage, do extra AP with your next auto-attack due to Flay's unique passive, and then slow them. This combo along with placing your W down as a shield will allow you to dominate your opponent.
Starting Items: Basic starting items. Nuff said.
First Back (#1): This is for the extra damage if you are ahead in lane. If you have the gold to or have the early kills, take advantage of it and go for the damage. This will allow you to continue to harass your enemy champion.
First Back (#2): This is for if you are behind in lane; simply for the reason that you won't have the gold means to purchase some as expensive as a B.F. sword. This will allow you to farm faster and keep on top of your CS count so you don't fall too far behind.
Core Items: Critical Strike in both allows you to punish all squishy champions, and really do some damage. I like the Statikk Shiv over the Phantom Dancer early for its extra movement speed and its unique passive.
Final Build: This is the build that will allow you to nearly one-shot the other team's ADC, if not one-shot. Your critical strike at this rate will cut down your enemies, and allow your team in team fights to eliminate enemies faster.

4)Weak against long range champions.
