Rakan is really good support right now especially with new runes - Guardian and Revitalize. He is really mobile support with shielding AND healing. He can engage really fast - knock up or charm enemies then go back and heal or shield his allies. His passive Fey Feathers lets him stay alive longer in teamfights. He is also quite easy to play you just have to engage with Grand Entrance and then use The Quickness and let your team kill them.

Ok so the best runes for Rakan are Resolve and Inspiration. You are gonna start with either Aftershock or Guardian it depends if you want to play more aggressive and engage really often or you want to play defensively and protect your allies. 2nd rune is Bone Plating you will take less damage after you engage so you can survive the teamfight. Then take Chrysalis for bonus health and bonus AP after 4 takedowns to heal even better with your Q Gleaming Quill]. Last rune is [[Revitalize for more shielding and healing. In Inspiration take Magical Footwear to get free boots after 10 minutes so you can spend your gold for items you need. Last rune is Cosmic Insight for every type of CDRs!

Rakan is really mobile support. He has both healing and shielding which a lot of supports don't have both of them. He's really good mid-game because of his knock up + charm combo! His abilites let him protect his allies as well as engage really fast that's why he's so good in teamfights.

Cons

- Not as tanky as other supports - His Grand Entrance can be interrupted - His Battle Dance has small range without Xayah - Long CD on Grand Entrance and Battle Dance

Rakan's Grand Entrance can be easily interrupted by Dark Binding or Grasping Roots if you are dashing forward with it. His shield Battle Dance has small range when your ally isn't Xayah. Also Battle Dance and Grand Entrance has long quite long CD so use it reasonably. He is not that tanky like other champions such as Thresh, Alistar, Taric or Nautilus.

It's really easy to play Rakan. You are the one that has to start teamfights. Remember to do it wisely because if you die you can't heal or shield your allies. You can't engage if your team is behind. If you do your team won't do nothing "special" if they have really fed carry. Your engage ends after you use Grand Entrance and The Quickness then you can't do anything more besides shielding and healing your allies. They have to do it as much damage as they can while your enemies are knocked up and charmed!
