Runes
Armor seals are a must for Rammus.
Marks-
I like hybrid penetration runes myself but AD, attack speed, armor penetration and magic penetration are all viable alternitives
Glyphs-
Scaling magic resist is a must here because 99% of the time you will die to magic damage in team fights.
Quints-
I perfer Scaling Magic resist but almost anything else can be a viable option as well.
Masteries
Perseverance is the staple in the masteries. This allow Rammus to quickly re-engage enemy champions and when combined with Spirit Visage the effect is amplified further.The rest of the mastery point should be spent on more armor and Magic resist with
Enchanted Armor
Hardiness
and
Resistance
the rest is up to you.Here is my recomended mastery set.
